簡(jiǎn)介:學(xué)位論文答辯委員會(huì)組成主席每、舌車(chē)委員臣旆喜4∥刎旺導(dǎo)吵~州乙噠閫。7礦,上、占G瓊州海峽海域張網(wǎng)漁獲組成及其對(duì)漁業(yè)資源的影響摘要張網(wǎng)類(lèi)漁具作為我國(guó)種類(lèi)最豐富、分布范圍最廣泛的傳統(tǒng)定置漁具,廣泛分布于南海北部、東海、黃海及渤海。張網(wǎng)漁獲物種類(lèi)復(fù)雜多樣,在各海域所捕獲種類(lèi)不同,但都存在小幼魚(yú)過(guò)多,對(duì)漁業(yè)資源損害嚴(yán)重。造成幼魚(yú)損害嚴(yán)重的主要原因是張網(wǎng)的網(wǎng)目尺寸太小。瓊州海峽處于海南島和雷州半島之間,漁業(yè)資源豐富且水深流急,張網(wǎng)作業(yè)條件優(yōu)越,形成較多數(shù)量的張網(wǎng)分布。但是目前關(guān)于瓊州海峽海域張網(wǎng)漁獲組成及其對(duì)漁業(yè)資源影響的研究基本空白,難以評(píng)估瓊州海峽張網(wǎng)對(duì)漁業(yè)資源損害的狀況,因此有必要開(kāi)展相關(guān)研究,從而為制定合理的漁業(yè)管理措施和實(shí)現(xiàn)漁業(yè)資源的可持續(xù)利用提供重要的理論依據(jù)。本研究在2013年11月一2014年10月開(kāi)展按月份對(duì)南海瓊州海峽海域張網(wǎng)漁獲物調(diào)查與采樣,對(duì)漁獲物進(jìn)行分類(lèi)和生物學(xué)測(cè)定,研究了漁獲物的種類(lèi)組成、各季度主要優(yōu)勢(shì)種組成、群落物種多樣性的季度變化特征及主要18種經(jīng)濟(jì)魚(yú)類(lèi)的漁業(yè)生物學(xué)特征,運(yùn)用體長(zhǎng)頻率法估算了VONBERTALANFFY方程中的生長(zhǎng)參數(shù),并運(yùn)用BARANOV法估算了總死亡系數(shù)及開(kāi)發(fā)率。主要結(jié)果如下L、漁獲種類(lèi)組成與特性1鑒定出現(xiàn)魚(yú)類(lèi)種類(lèi)126種,隸屬于2綱,11目,49科,89屬。其中軟骨魚(yú)類(lèi)1種,占魚(yú)類(lèi)種類(lèi)數(shù)的08%,硬骨魚(yú)類(lèi)125種,占魚(yú)類(lèi)種類(lèi)數(shù)的992%,硬骨魚(yú)類(lèi)共有10目48科88屬125種,其中鱸形目PERCIFORMES種類(lèi)居于優(yōu)勢(shì),有29科52屬81種,占魚(yú)類(lèi)漁獲種類(lèi)數(shù)的643%;其次為鯡形目CLUPEIFORMES2科10種,以下依次為鲇形目SCORPAENIFORMES8種,鰈形目PLEURONECTIFORMES7種,鰻鱺目ANGUILLIFORMES6種,仙女魚(yú)目AULOPIFORMES4種,‘純形目TETRAODONTIFORMES、鯔形目MUGILIFORMES3種,鲇形目SILURIFORMES2種,頜針魚(yú)目BELONIFORMES、鲼形目MYLIOBATIFORMES1種;2張網(wǎng)所捕獲的漁獲物種類(lèi)沒(méi)有冷水性種類(lèi)和冷溫性種類(lèi),主要以暖水性種類(lèi)和暖溫性種類(lèi)為主,其中暖水性種類(lèi)有111種,占漁獲種類(lèi)數(shù)的88%,暖溫性種類(lèi)有15種,占漁獲種類(lèi)數(shù)的12%,在張網(wǎng)漁具所捕獲的這126種漁獲物種類(lèi)中,主要以近底層魚(yú)類(lèi)和底層魚(yú)類(lèi)為主,中上層魚(yú)類(lèi)有24種,占漁獲種類(lèi)數(shù)的19%,近底層魚(yú)類(lèi)有44種,占漁獲種類(lèi)數(shù)的35%,底層魚(yú)類(lèi)有58種,占漁獲種類(lèi)數(shù)的46%。2、漁獲物優(yōu)勢(shì)種的組成1春季的優(yōu)勢(shì)種有9種康氏側(cè)帶小公魚(yú)STOLEPHORUSCOMMERSONNII、多齒蛇鯔SAURIDATUMBIL、鞍帶石斑魚(yú)EPINEPHELUS

簡(jiǎn)介:本文在分析、借鑒日本漁業(yè)協(xié)同組合的發(fā)展職能安排基礎(chǔ)上提出并構(gòu)建了我國(guó)海洋漁業(yè)資源管理體系。首先,介紹了基于產(chǎn)權(quán)為基礎(chǔ)的管理學(xué)理論、中介組織的相關(guān)理論,并回顧了國(guó)內(nèi)外有關(guān)海洋漁業(yè)資源管理的相關(guān)研究。繼而介紹了當(dāng)前我國(guó)漁業(yè)資源的現(xiàn)狀,數(shù)據(jù)統(tǒng)計(jì)表明當(dāng)前我國(guó)漁業(yè)資源已經(jīng)出現(xiàn)明顯的過(guò)度開(kāi)發(fā)跡象,漁業(yè)資源本身的特性以及當(dāng)前我國(guó)缺乏漁民合作組織參與的漁業(yè)管理體系失靈是造成這一結(jié)果的主要原因。然而在考察了我國(guó)漁民合作組織職能建設(shè)之后得出目前我國(guó)的漁業(yè)協(xié)會(huì)還很難擔(dān)當(dāng)漁業(yè)資源管理的重任。如何發(fā)揮我國(guó)漁民合作組織的重要作用,確保我國(guó)海洋漁業(yè)資源的可持續(xù)發(fā)展成了我國(guó)漁業(yè)資源管理部門(mén)的重要課題。實(shí)踐證明,日本基于漁業(yè)協(xié)同組合為依托的共同管理模式取得了成功,這主要是由于擁有漁業(yè)權(quán)分配權(quán)利的協(xié)同組合在漁業(yè)管理體系中扮演了重要角色,有效填補(bǔ)了“政府漁民”式管理的真空地帶,使得“政府漁民合作組織漁民”的三方博弈達(dá)到了完美均衡。通過(guò)三方博弈模型的推導(dǎo),得出漁民合作組織的參與能夠降低監(jiān)管成本、促使政府職能轉(zhuǎn)化,它是政府有效監(jiān)督的前提。最后,在上述分析的基礎(chǔ)上,結(jié)合我國(guó)實(shí)際簡(jiǎn)要論述了我國(guó)實(shí)施以漁民合作組織為依托的共同管理的可行性,在借鑒日本漁業(yè)協(xié)同組合的成功經(jīng)驗(yàn)的基礎(chǔ)上,提出了構(gòu)建適合我國(guó)特點(diǎn)的漁民合作組織的對(duì)策建議,并提出如何構(gòu)建我國(guó)政府、漁民合作組織與市場(chǎng)的良性互動(dòng)機(jī)制。本文的創(chuàng)新之處就是通過(guò)構(gòu)建“政府漁民合作組織漁民”的三方博弈模型,從邏輯上分析基于漁民合作組織為依托的海洋漁業(yè)管理體系發(fā)揮重要作用的機(jī)理,并結(jié)合日本的海洋漁業(yè)資源管理實(shí)踐分析我國(guó)構(gòu)建漁民合作組織的可行性。相對(duì)于以往學(xué)術(shù)界針對(duì)建立漁民合作組織的定性研究而言有很大不同,這也是本文的重要價(jià)值所在。
