25、,我們通過“恩戈爾系數(shù)”、“貧困發(fā)生率”、“貧困深度”、“基尼系數(shù)”、“扶貧投入/產(chǎn)出對農(nóng)業(yè)增長的貢獻”、“扶貧投入/產(chǎn)出對貧困戶收入的貢獻”來測量扶貧影響。在社會維度的影響衡量上,我們通過分性別的“貧困戶家庭小學輟學率”、“貧困戶家庭初中輟學率”、“貧困戶兒童接種疫苗率”、“貧困戶最高勞動力文化程度”、“貧困戶兒童營養(yǎng)不良率”、“貧困戶地方病、常見流行病發(fā)病率”、“貧困戶大病、慢性病人口比重”、“貧困戶大病、慢性病就醫(yī)率”、“參加商
26、業(yè)保險的貧困戶比重”等村級指標來測量扶貧影響。在政治維度的影響衡量上,我們通過“村中治安、刑事案件起數(shù)”、“群體事件起數(shù)”、“農(nóng)民權益糾紛起數(shù)”、“集體上訪人次”、“村級事務公開滿意度”、“對中央相關農(nóng)村整體政策滿意度”等村級指標來測量扶貧影響。在環(huán)境維度的影響衡量上,我們通過 “因災返貧農(nóng)戶比率”、“自然災害發(fā)生頻率”、“生態(tài)環(huán)境質量滿意度”等村級指標測量扶貧影響。,背景性因素指標Background Measure,貧困村/戶

32、cation and its significance,扶貧成果指標Outcome Measure: 著重從社會的角度,對扶貧產(chǎn)出的利用情況進行監(jiān)測,反映的是扶貧效益,對提高扶貧政策的瞄準性和防止扶貧利益的滲漏具有重要作用。扶貧成果是社會對扶貧的主要監(jiān)測需要。 Monitor the utilization of the output to reflect the social benefit. It
33、is important for sharpening the target of poverty reduction policies and preventing benefit leakage. Outcome of poverty reduction is what the society expects most from M&E.,3、分類的特點和意義Classification and its significa
34、nce,扶貧影響指標Impact measure: 主要是監(jiān)測扶貧政策措施對受扶持對象的政治、經(jīng)濟、社會、素質和生產(chǎn)生活水平等方面產(chǎn)生的影響,側重于從政治和社會穩(wěn)定的角度對扶貧政策措施進行監(jiān)測,這是政府對扶貧投資的期望回報,也是促使主要扶貧投資者—政府加大扶貧投入的原動力。 Monitoring the impact of M&E policies on targeted poor in terms of p
35、olitics, economy, society, qualification and production and living conditions. The emphasis is to measure the poverty reduction policies in political and social terms, which is the expected return to the society and the
36、underpinning of government input to poverty reduction. 扶貧開發(fā)作為經(jīng)濟發(fā)展和社會發(fā)育的穩(wěn)定器的貢獻作用是巨大的, 但現(xiàn)行的監(jiān)測評價體系反映不出, 這是最大的缺陷, 不能滿足主要投資者政府的信息需求。 The huge contribution made by poverty reduction efforts to economic and social dev
37、elopment and social stability fled the current M&E system. This is the worst limitation of the system. It failed to meet the information demands from major investors.,3、分類的特點和意義 Classification and its significance,意
38、義Significance:1、通過對指標的分類和分析研究,理解和掌握了政府和社會對扶貧監(jiān)測評價的需求;2、通過對指標的分類和分析研究,找出了目前扶貧監(jiān)測評價的薄弱點和不足;3、通過對指標的分類和分析研究,得出了扶貧監(jiān)測評價體系建設的重點和方向。By classification and analysis on measures, we can learn and understand demands from governme

40、指標體系是一個開放的體系,它需要并可能不斷地根據(jù)監(jiān)測需要和實際情況進行完善和改進; Openness of measures: the measures is an open system. It needs to be constantly upgraded to new demands and new development of reality.2、共享性:指標體系是共享的,我們將探討各有關部門的共建、共享、共管問題。

47、對扶貧開發(fā)工作重點村的村級扶貧開發(fā)規(guī)劃的實施情況進行監(jiān)測Monitor the implementation of poverty reduction plan at village level in key villages of national assistance。 主要監(jiān)測對象Targets: ①有扶貧開發(fā)任務的縣(市)Counties (municipalities) tasked with poverty

59、財政、發(fā)改、農(nóng)行等相關系統(tǒng)的合作;指標和數(shù)據(jù),立足于服務扶貧系統(tǒng),同時服務于農(nóng)調、財政、發(fā)改、農(nóng)行等相關系統(tǒng),還可服務于受扶持對象(村、貧困戶);并開發(fā)了適用于橫向縱向進行數(shù)據(jù)信息共享的獨立的監(jiān)測評價軟硬件體系,為扶貧工作的監(jiān)測和控制提供條件。 Complete The system is built upon poverty M&E in a broad sense which determine
