5、ences for reducing the disparity between locals and raising the industry economy operating efficiency. This paper takes the generalized C-D production function as fundamental model. By the model, we studied the relations

6、 between essential factors, fiscal policy and technical progress and the growth of areas’ industry economy. At first the research uses ADF method to carry on the stable examination of the target primary data, and then ca

7、lculates the coefficient between essential factor and delivers by using the SPSS16.0 software to carry on the independent return with the eastern, central and western areas’ local kneading board data. The article puts fo

8、rward some policy proposal in the end by looking into the results. We should insist on scientific innovation to promote the industry economy development, and strengthens the management of western area’s expenditure. Ke
