2、安全生產(chǎn)是社會生產(chǎn)力發(fā)展水平的綜合反映，是經(jīng)濟發(fā)展、社會進步的基礎、前提和保障，是構建和諧社會實現(xiàn)“中國夢”的重要內容。煤礦安全管理體系是以實現(xiàn)煤礦安全生產(chǎn)“零傷亡”為目的，對煤礦企業(yè)的安全工作開展具有重要意義。 本文以構建華硯煤礦安全管理體系為目標，首先闡述了安全管理體系的相關理論，明確安全管理體系的構成，為華硯煤礦安全管理體系的構建奠定了理論基礎；然后運用安全調查問卷的形式對華硯煤礦安全管理中存在的問題進行了深入調查分析， 在此基礎
