5、eration period, the economic output growth initiates strengthens to the energy need, causing the energy supply to be getting more and more intense. At present, China four level of oil reserves systematization constructio

6、n taking the national strategy oil reserves, the local oil reserves, the enterprise commercial reserve and the middle and small scale company oil reserves as main part already began, which means to construct the petroleu

7、m reserve system combining government reserves with enterprise reserves, the strategic reserve with the voluntary reserve. The paper studied the necessity of local petroleum reserve system in Hunan province, and analyzed

8、 the fundamental theory of constructing public petroleum reserve system, finally discussed the fundamental path of structuring public petroleum reserve system with a view of the Hunan province reality. Using abroad manag

9、erial experience for reference, setting off from the Hunan province, Hunan province public petroleum reserve should take the pattern of management mechanism combining the government reserve with enterprise voluntary rese

10、rve, and operation mode of highly centralizing, unified management, and the government reserve and enterprise reserve operating separately. The petroleum reserve administration ought to include three-level management sys
