《出入境人員攜帶特檢疫管理辦法》（摘要）

1、<p>　　《出入境人員攜帶特檢疫管理辦法》（摘要）</p><p>　　一&#65380;出入境人員攜帶下列各物,應(yīng)當(dāng)向出入境檢驗(yàn)檢疫機(jī)構(gòu)申報(bào)并接受檢疫;未經(jīng)申報(bào)和檢疫的,禁止入境或者出境: </p><p>　　(一)入境動(dòng)植物&#65380;動(dòng)植物產(chǎn)品及其他檢疫物; </p><p>　　(二)出入境的微生物&#65380;人

2、體組織&#65380;生物制品&#65380;血液及血液制品等特殊物品(以下簡稱特殊物品); </p><p>　　(三)出入境的骸骨&#65380;骨灰及尸體&#65380;棺柩等; </p><p>　　(四)來自疫區(qū)&#65380;被傳染病污染或者可能傳播傳染病的出入境的行李和物品; </p><p>　　(五)其他應(yīng)當(dāng)

3、向出入境檢驗(yàn)檢疫機(jī)構(gòu)申報(bào)并接受檢疫的攜帶物&#65377; </p><p>　　二&#65380;攜帶特殊物品出入境的,應(yīng)當(dāng)按照有關(guān)規(guī)定提供《入/出境特殊物品衛(wèi)生檢疫審批單》(以下簡稱《衛(wèi)生檢疫審批單》)&#65377; </p><p>　　攜帶自用的允許出入境的血液制品或者生物制品出入境的,僅需出示有關(guān)醫(yī)院的證明;允許攜帶量以處方或者說明書確定的一個(gè)療程為限&

4、amp;#65377; </p><p>　　檢驗(yàn)檢疫機(jī)構(gòu)按照《衛(wèi)生檢疫審批單》的要求和有關(guān)規(guī)定對出入境特殊物品實(shí)施現(xiàn)場檢疫&#65377;未能提供《衛(wèi)生檢疫審批單》的,檢驗(yàn)檢疫機(jī)構(gòu)應(yīng)當(dāng)對出入境特殊物品予以暫時(shí)截留,并出具《出入境人員攜帶物留驗(yàn)/處理憑證》(以下簡稱《留驗(yàn)/處理憑證》)&#65377; </p><p>　　暫時(shí)截留的特殊物品應(yīng)當(dāng)在檢驗(yàn)檢疫機(jī)構(gòu)指定場所封存,

5、截留期限不超過30天,截留期限內(nèi)的存儲(chǔ)費(fèi)用由出入境人員自行承擔(dān)&#65377; </p><p>　　三&#65380;攜帶允許進(jìn)境的植物種子&#65380;種苗及其他繁殖材料入境的,必須提供《引進(jìn)種子&#65380;苗木檢疫審批單》或者《引進(jìn)林木種子&#65380;苗木和其它繁殖材料檢疫審批單》(以下簡稱《種子苗木審批單》)&#65377; </p>

6、<p>　　攜帶應(yīng)當(dāng)辦理檢疫審批的動(dòng)植物&#65380;動(dòng)植物產(chǎn)品和必須辦理動(dòng)植物檢疫特許審批的禁止進(jìn)境物入境的,必須提供國家質(zhì)檢總局簽發(fā)的《中華人民共和國進(jìn)境動(dòng)植物檢疫許可證》(以下簡稱《檢疫許可證》)和其他相關(guān)單證&#65377; </p><p>　　檢驗(yàn)檢疫機(jī)構(gòu)按照《種子苗木審批單》或者《檢疫許可證》的要求和有關(guān)規(guī)定對本條第一&#65380;二款規(guī)定的動(dòng)植物和動(dòng)植物產(chǎn)品

7、及其他檢疫物實(shí)施現(xiàn)場檢疫&#65377; </p><p>　　未能提供《種子苗木審批單》&#65380;《檢疫許可證》或者其他相關(guān)單證的,檢驗(yàn)檢疫機(jī)構(gòu)對入境動(dòng)植物和動(dòng)植物產(chǎn)品及其他檢疫物應(yīng)當(dāng)予以暫時(shí)截留,并出具《留驗(yàn)/處理憑證》&#65377; </p><p>　　暫時(shí)截留的動(dòng)植物和動(dòng)植物產(chǎn)品及其他檢疫物應(yīng)當(dāng)在檢驗(yàn)檢疫機(jī)構(gòu)指定場所封存,截留期限不超過7天,截留期

8、限內(nèi)的存儲(chǔ)費(fèi)用由出入境人員自行承擔(dān)&#65377; </p><p>　　四&#65380;攜帶允許進(jìn)境的動(dòng)物入境的,必須持有輸出國或者地區(qū)官方動(dòng)物檢疫機(jī)構(gòu)出具的有效檢疫證書;攜帶犬&#65380;貓入境的,不能超過限額,還應(yīng)當(dāng)提供有效接種證書&#65377; </p><p>　　檢驗(yàn)檢疫機(jī)構(gòu)按照有關(guān)規(guī)定對允許進(jìn)境的入境動(dòng)物實(shí)施現(xiàn)場檢疫&#6537

9、7; </p><p>　　未能提供有效檢疫證書&#65380;接種證書的,檢驗(yàn)檢疫機(jī)構(gòu)應(yīng)當(dāng)對入境動(dòng)物予以暫時(shí)截留,并出具《留驗(yàn)/處理憑證》&#65377; </p><p>　　暫時(shí)截留的入境動(dòng)物應(yīng)當(dāng)在檢驗(yàn)檢疫機(jī)構(gòu)指定的隔離場所隔離,截留隔離期限不超過7天,截留隔離費(fèi)用按照有關(guān)規(guī)定執(zhí)行&#65377; </p><p>　　五&#6

10、5380;出境人員檢驗(yàn)檢疫須知 </p><p>　　1.出國一年以上的中國籍旅客,出國前請您到檢驗(yàn)檢疫機(jī)關(guān)進(jìn)行健康體檢,出境時(shí)向檢驗(yàn)檢疫機(jī)關(guān)出示有效的《國際旅行健康證書》&#65377; </p><p>　　2.如果您去非洲或南美洲,特別是去黃熱病流行區(qū)旅行,應(yīng)進(jìn)行黃熱病疫苗預(yù)防接種,隨身攜帶有效的《黃熱病國際預(yù)防接種證書》&#65377; </p>&l

11、t;p>　　3.如果您去東南亞&#65380;非洲&#65380;南美洲等瘧疾流行區(qū)旅行,應(yīng)向檢驗(yàn)檢疫機(jī)關(guān)咨詢并攜帶抗瘧藥品&#65377; </p><p>　　4.如果您前往國外留學(xué),請您隨身攜帶檢驗(yàn)檢疫機(jī)關(guān)簽發(fā)的《國際預(yù)防接種證書》&#65377; </p><p>　　5.如果您需要為隨身攜帶的伴侶動(dòng)物辦理“檢疫證書”或“預(yù)防接種證明”,請向檢

14、y into China </p><p>　　1.Passengers entering into China should abide by relevant Chinese Inspection and Quarantine laws and regulations and fill in the QUARANTINE Declaration Form on Entry as required by the

15、 inspection and quarantine authorities; </p><p>　　2.Passengers coming from areas infected by Yellow Fever must present a valid vaccination certificate to the inspection and quarantine authorities; </p>

16、<p>　　3.Passengers suffering from fever, diarrhoea, AIDS/HIV infection, venereal disease, psychosis or open pulmonary tuberculosis are required to declare. </p><p>　　Objects prohibited from being carr

17、ied into China </p><p>　　1.Human blood and the products thereof; </p><p>　　2.Fruits, peppers, eggplants and tomatoes; </p><p>　　3.Animal carcasses and specimens; </p><p&g

21、t;　　If you carry any of the above-mentioned objects, please hand them over to the inspection and quarantine officials or dispose of them into the quarantine bin. </p><p>　　Objects allowed entry subject to ma

22、ndatory declaration </p><p>　　1.Seeds,nursery stocks and other propagation materials, tobacco leaves, cereals, and beans. All these require pre-entry quarantine permit; </p><p>　　2.Fresh flowers

23、, cut flowers and dry flowers; </p><p>　　3.Plant samples, exhibits and specimens; </p><p>　　4.Nuts, dried vegetables, pickled vegetables and frozen vegetable; </p><p>　　5.Bamboo, ra

24、ttan, willow, straw and wooden handcrafts; </p><p>　　6.Pets including cats and dogs. </p><p>　　Each passenger is allowed to carry only one pet, bearing rabies vaccination certificate and health

25、certificate issued by the competent quarantine authorities of the departing country or region. Pets are required to be quarantined in the designated area by the quarantine authorities for 30 days upon entry. </p>

27、nspection and quarantine authorities and be ready for quarantine. </p><p>　　Punishment </p><p>　　In accordance with Frontier Health and Quarantine Law of the People＇s Republic of China and its s

28、pecific rules of implementation, and The Law of the Peoples＇s Republic of China on the Entry and Exit Animals and Plant Quarantine and its regulations for implementation, up to RMB50,000 shall be imposed on the following

29、 violations, with criminal responsibilities affixed to serious ones: </p><p>　　1.Failure to declare or failure to obtain the import permit or failure to follow the provision on import permit when carrying in

30、to China animals and plants, animals and plant products, used articles, micro-organisms, human tissues, bio-products, blood and blood products; </p><p>　　2.Refusal of quarantine inspection or sanitary superv

31、ision, or rejection of sanitary treatment; </p><p>　　3.Failure to report the epidemic situation truthfully, or forgery and alteration of quarantine forms and certificates; </p><p>　　4.Withholdin
