4、desnotonlyaninstructiveexampleofthekindofproblempresentlyfacingcooperativedevelopmentinMozambiquebutalsosomeinsightintothefmdirectionwhicharenewedpopularlybasedpoliticalprojectmightassumeinaMozambiquenowembarkeduponadepe

5、ndentcapitalistpathofdevelopment.IntroductionInthispaperweproposetoexaminetheiginscurrentdevelopmentoftheagriculturalcooperativesoftheNampulaCitygreenzones[2]inNampulaProvincenthernMozambique.Ourconcernistodocumentsometh

6、ingoftheremarkablegrowthwhichthesecooperativeshaveundergoneoverthepastfewyearsinthewakeofMozambiquesdramaticshiftfromastatesocialisttoamarketbasedstrategyofdevelopment.Duringthefmercentrallyplannedphasewhenthegovernmenta

7、ctivelypromotedthecollectivisationofpeasantagriculturethroughcooperativisationstatefarmagricultureparticipationinstatesponsedcooperativesbysmallscaleproducersintheNampulagreenzoneswasweakinvoluntary.Thelegacyofthisexperi

8、encewasaweakdisganisedcooperativemovementinwhichtheverynotionofcooperativeendeavourwasunpopularsynonymouswithstatecontrol.SincetheshifttoamarketeconomyhoweverparticularlyaftertheMozambiqueknownasCooperationCanadaMozambiq

9、ueCOCAMO.COCAMOhasbeenextendingsuppttotheNampulacooperativessince1988thedatauponwhichthispaperisbasedwascollectedduringfourseparatewkingvisitstoNampulabetween19881991.Thebulkofthedatahoweverwascollectedin1989inthecontext

10、ofaparticipatyresearchprojectcarriedoutbya22personresearchteamincollabationwiththeGeneralUnionofAgriculturalCooperativesofNampula(knownbyitsPtugueseacronymasUGCAN).[5]WhilemuchnthernNGOsuppttoMozambiqueisproblematicinman

11、yrespectsasHanlonhasfcefullyarguedinhismostrecentbookasweshallhaveoccasiontonotebelowwebelievetheganisationalfinancialtechnicalsupptprovidedbynthernNGOsnthernsocialmovementsgenerallyisofconsiderableimptanceinsustainingde

12、velopingthecapacityofMozambicanpopularganisationstoactassignificantfcesfdemocratisationprogressivesocialchangewithinMozambique.[6]ThissupptisespeciallyimptantinviewofthepaucityofresourcesavailabletoMozambicanganisationst

13、heindifferenceifnothostilityofanincreasinglyneocolonialstate.InthecontextofanincreasinglyglobalizedcapitalisteconomymeovertheneedfdialoguelinkagealliancesbetweenpopularfcesintheSouththeNthwouldseemselfevident.[7]Thetasko

14、fkeepingalivedevelopingMozambiquesstillfledglingcooperativemovementhoweverislikelytoprovequitedifficult.FdespitenthernNGOsupptFrelimoscontinuingfmalcommitmenttocooperativedevelopmentmostrecentlyreaffirmedattheFrelimoPart

15、ySixthCongressof1990thelackoffundsinstatecoffersthenegativelegacyofpastgovernmentpoliciesthecountrysincreasingacceptanceofmarketbaseddevelopmenthavecreatedapoliticaleconomicclimatethatisinmanywayslessfavourabletocooperat

16、ivedevelopmentthanwasfmerlythecase.Notonlydoesthecooperativemovementcontinuetofaceessentiallythesameproblemsofinternalganisationtechnicalinnovationwhichbedevilleditsearlierdevelopmentproblemsrootedinthestructurespractice

17、softhecolonialprecolonialpastbutitnowmustalsofacethegrowingstrengthofanewclassalliancetakingshapearoundthestatethatisbynatureantisocialistopenlyhostiletocooperativestotheoverallpopularthrustofFrelimosfmerdevelopmentstrat

18、egy.InthiscontextofintensifyingclassstrugglewefeelthattheexperienceoftheNampulaagriculturalcooperativesprovidesnotonlyaninstructiveexampleofthekindsofproblemscurrentlyfacingcooperativedevelopmentinMozambiquebutalsosomein
