1、摘要／自熊彼特首次提出創(chuàng)新理論之后，幾十年來，許多世界著名學(xué)者對技術(shù)創(chuàng)新理論進(jìn)行了較全面的研究，技術(shù)創(chuàng)新被認(rèn)為是經(jīng)濟(jì)增長的泉源和推動(dòng)知t經(jīng)濟(jì)發(fā)展的有效途徑。與此同時(shí)，國內(nèi)外大量研究表明，中小企業(yè)是最活躍的創(chuàng)新群體，是科研成果產(chǎn)業(yè)化的主力軍，許多較高水平的技術(shù)創(chuàng)新常常是山中小企業(yè)完成的，鑒于此，自70年代以來中小企業(yè)技術(shù)創(chuàng)新研究在國內(nèi)外越來越受到普遍的關(guān)注，正在成為一個(gè)方興未艾的重要研究領(lǐng)域。眾所周知，改革丌放以來，我國中小企業(yè)得到了長足

2、的發(fā)展。根據(jù)1995第三次工業(yè)普查統(tǒng)計(jì)數(shù)據(jù)，我國中小企業(yè)占企業(yè)總數(shù)的9932％，產(chǎn)值占工業(yè)總產(chǎn)值的635％，就業(yè)人數(shù)占全部在職人數(shù)的6845％。上述數(shù)據(jù)說明，我國中小企業(yè)在促進(jìn)國民經(jīng)濟(jì)增長和解決人口就業(yè)問題方面發(fā)揮的重要作用，不能不令人刮目相看。另一方面，國外的經(jīng)驗(yàn)和我國近年來的實(shí)踐卻告訴我們，與西方發(fā)達(dá)國家相比，我國中小企業(yè)尚不發(fā)達(dá)，整體技術(shù)創(chuàng)新能力和水平不高，創(chuàng)新環(huán)境亦不盡如人意。因此，研究技術(shù)創(chuàng)新機(jī)制，分析我國中小企業(yè)技術(shù)創(chuàng)新特征

3、和現(xiàn)狀，探討創(chuàng)新戰(zhàn)略和鼓勵(lì)中小企業(yè)創(chuàng)薪的政策設(shè)計(jì)原則和工具選擇，對于促進(jìn)我國中小企業(yè)技術(shù)創(chuàng)新具有十分重要的現(xiàn)實(shí)意義d、本文共分為五章，f對我國中小企業(yè)技術(shù)創(chuàng)新研究中的如下幾個(gè)重要問題進(jìn)行了研究：(1)技術(shù)創(chuàng)新與企業(yè)規(guī)模：(2)中小企業(yè)技術(shù)創(chuàng)新特征與動(dòng)力機(jī)制；(3)中小企業(yè)技術(shù)創(chuàng)新調(diào)查與測度：(4)區(qū)域創(chuàng)新網(wǎng)絡(luò)與中小企業(yè)創(chuàng)新發(fā)展戰(zhàn)略；(5)促進(jìn)中小企業(yè)技術(shù)創(chuàng)新的政策措施橢一章在介紹技術(shù)創(chuàng)新概念及其與企業(yè)生存發(fā)展關(guān)系的基礎(chǔ)上，討論了技術(shù)創(chuàng)新

4、與企業(yè)規(guī)模的問題。餅通過對國內(nèi)外不同流派學(xué)者研究成果的比較分析，指出了熊彼特關(guān)于中小企業(yè)技術(shù)創(chuàng)新的約束條件可以得到軟化，中小企業(yè)在技術(shù)創(chuàng)新過程中同樣可以發(fā)揮重要作用。在技術(shù)創(chuàng)新過程中，究竟是什么力量推動(dòng)科技成果從一些簡單的思想概念變成各種有形無形的商品前輩學(xué)者努力工作，孜孜以求，先后提出了許多著名的技術(shù)創(chuàng)新動(dòng)力機(jī)制理論和模型了第二章除了研究中小企業(yè)技術(shù)創(chuàng)新特點(diǎn)外，重點(diǎn)回顧和分析了關(guān)于技術(shù)創(chuàng)新動(dòng)力機(jī)制理論研究的歷程，從而提出了我國中小企業(yè)
