簡(jiǎn)介:隨著新世紀(jì)的到來(lái),我國(guó)企業(yè)的經(jīng)營(yíng)環(huán)境發(fā)生了很大變化。經(jīng)營(yíng)環(huán)境的變化要求我國(guó)企業(yè)的戰(zhàn)略管理進(jìn)行模式轉(zhuǎn)變,實(shí)施全新的戰(zhàn)略管理模式基于核心競(jìng)爭(zhēng)能力的戰(zhàn)略管理。核心競(jìng)爭(zhēng)力是一個(gè)組織擁有的使其具有競(jìng)爭(zhēng)優(yōu)勢(shì)的特性或能力。也是組織制定發(fā)展戰(zhàn)略的核心。本文從北京控制工程研究所組織結(jié)構(gòu)和科研生產(chǎn)管理現(xiàn)狀入手,針對(duì)該所既是從事國(guó)防軍工,又是集研發(fā)和生產(chǎn)于一身的綜合性工程技術(shù)研究所這一特點(diǎn),在調(diào)研分析的基礎(chǔ)上,找出現(xiàn)有科研生產(chǎn)組織和管理方面存在的問(wèn)題,根據(jù)現(xiàn)代管理理論從四個(gè)方面提出了相應(yīng)改進(jìn)的對(duì)策與建議。論文從四個(gè)方面對(duì)北京控制工程研究所的發(fā)展戰(zhàn)略進(jìn)行了研究和分析第一章,通過(guò)對(duì)中、美、俄等國(guó)家在航天政策和國(guó)際航天產(chǎn)業(yè)發(fā)展趨勢(shì)的分析,明確了北京控制工程研究所在今后發(fā)展戰(zhàn)略中應(yīng)關(guān)注的領(lǐng)域方向;第二章,介紹了北京控制工程研究所的背景、組織結(jié)構(gòu)、承擔(dān)的任務(wù)和科研生產(chǎn)設(shè)施能力,以及該所的“十一五”發(fā)展目標(biāo),分析了我國(guó)航天產(chǎn)業(yè)的特點(diǎn);第三章,運(yùn)用SWOT方法對(duì)北京控制工程研究所目前存在的問(wèn)題和原因進(jìn)行了分析,并介紹了日本NTS公司;第四章,在前三章的基礎(chǔ)上,運(yùn)用核心競(jìng)爭(zhēng)力特征理論對(duì)北控工程和日本NTS公司進(jìn)行了比較分析,從預(yù)先研究、組織結(jié)構(gòu)、項(xiàng)目管理和信息化等四個(gè)方面提出了北京控制工程研究所核心競(jìng)爭(zhēng)力建設(shè)和實(shí)施路徑。
