簡介:內(nèi)容提要內(nèi)容提要自20世紀(jì)另一方面,許多航天大國越來越多地將民用航天活動移交給私人企業(yè)經(jīng)營,私人企業(yè)參與航天活動的深度和廣度達到了前所未有的高度,出現(xiàn)了所謂航天活動主體多元化的趨勢。航天技術(shù)的商業(yè)化和航天活動主體的多元化趨勢,構(gòu)成航天產(chǎn)業(yè)采取市場化的運行機制的基礎(chǔ),因而航天產(chǎn)業(yè)與市場運行機制的兼容也就成了大勢所趨。然而航天產(chǎn)業(yè)畢竟是一個特殊的產(chǎn)業(yè),如何實現(xiàn)航天產(chǎn)業(yè)與市場運行機制的結(jié)合一直是我國航天產(chǎn)業(yè)理論研究和實踐部門所關(guān)注的問題。本研究報告對我國航天產(chǎn)業(yè)的運行機制進行了全方位的審視和剖析,對航天產(chǎn)業(yè)的結(jié)構(gòu)特征以及航天產(chǎn)業(yè)在運行機制上與市場經(jīng)濟的差異性和兼容性問題進行了系統(tǒng)的和深層次的分析,探討了航天產(chǎn)業(yè)引入市場運行機制的前提條件及我國航天產(chǎn)業(yè)引入市場運行機制的障礙,并從制度層面,提出了航天產(chǎn)業(yè)轉(zhuǎn)變運行機制的政策主張。本研究報告的主要結(jié)論如下1隨著我國市場經(jīng)濟體制的確立和逐步完善,特別是經(jīng)濟全球化的加速,在傳統(tǒng)的計劃經(jīng)濟體制下形成的航天產(chǎn)業(yè)運行機制。從總體上已不能適應(yīng)航天產(chǎn)業(yè)的發(fā)展要求,因此,改革航天產(chǎn)業(yè)的傳統(tǒng)運行機制,建立適應(yīng)市場經(jīng)濟的航天產(chǎn)業(yè)運行機制勢在必行。這種必要性主要體現(xiàn)在以下兩個方面一是提高航天產(chǎn)業(yè)運行效率的必然要內(nèi)容提要6航天產(chǎn)業(yè)引入市場運行機制的另一個十分重要的問題是如何建立與市場供求關(guān)系相適應(yīng)的航天產(chǎn)品價格形成機制,其中最主要困難在于航天軍品的價格形成機制上,為此必須結(jié)合我國的實際,探索符合市場供求關(guān)系的且切實可行的航天軍品價格形成機制,要實現(xiàn)這一目標(biāo),必須改革航天軍品定價基石任,精簡定價成本的內(nèi)容、引進市場機制、簡化航天軍品定價和審價程序、規(guī)范航天軍品價格的管理模式。7構(gòu)建適應(yīng)社會主義市場經(jīng)濟的航天人才機制,對于航天產(chǎn)業(yè)建立適應(yīng)市場經(jīng)濟的運行機制具有重要意義,為此必須制定合理的收入分配機制、創(chuàng)造良好的人才成長環(huán)境、建立適應(yīng)市場經(jīng)濟的人才管理與培養(yǎng)機制同樣地,培育適應(yīng)市場經(jīng)濟的企業(yè)文化,對于促進航天產(chǎn)業(yè)的進一步發(fā)展也具有重要的意義。本文認(rèn)為航天企業(yè)要迎接幣場竟?fàn)幍奶魬?zhàn),應(yīng)該著重培育以下四種企業(yè)文化“繼往開來”的精神文化、“以人為本”的東方管理文化、“團結(jié)協(xié)作”的團隊文化、“開拓進取”的創(chuàng)新文化。關(guān)健詞市場運行機制航天產(chǎn)業(yè)

簡介:中國加入世貿(mào)組織后,國際宇航公司間的競爭更加激烈,國民經(jīng)濟對空間技術(shù)及其產(chǎn)業(yè)化的需求更加廣泛,也對航天技術(shù)的發(fā)展提出了更高要求。為了實現(xiàn)“發(fā)展數(shù)字航天、鑄造國際一流宇航公司”的宏偉目標(biāo),中國航天企業(yè)就必須按照“以信息化帶動工業(yè)化”的戰(zhàn)略方針,大力推進航天企業(yè)信息化建設(shè)。企業(yè)資源計劃ERP系統(tǒng)是航天企業(yè)信息化建設(shè)的核心內(nèi)容,ERP系統(tǒng)在航天企業(yè)的成功實施,必將大大提高航天企業(yè)內(nèi)部管理水平、增強中國航天企業(yè)的整體國際競爭力。本文以中國航天企業(yè)作為研究背景,主要研究了基于WEB開發(fā)技術(shù)的航天ERP系統(tǒng)架構(gòu)模型,并利用該模型設(shè)計和實現(xiàn)了航天生產(chǎn)計劃管理和庫存管理兩大子系統(tǒng)。通過對航天ERP系統(tǒng)的設(shè)計、實施以及相關(guān)技術(shù)的研究,主要取得了以下成果1根據(jù)航天企業(yè)的特點,構(gòu)建了一個基于WEB技術(shù)的航天ERP系統(tǒng)架構(gòu)平臺。2將WEB開發(fā)技術(shù)和現(xiàn)代企業(yè)管理思想有機的結(jié)合,設(shè)計和實現(xiàn)了航天生產(chǎn)計劃管理子系統(tǒng)和庫存管理子系統(tǒng)。3生產(chǎn)計劃子系統(tǒng)的成功實施,解決了手工計劃效率低、難度大、多型號并行生產(chǎn)時資源嚴(yán)重沖突的問題,提高了生產(chǎn)計劃的可行性;庫存管理子系統(tǒng)的成功實施,解決了因盲目采購引起庫存大量積壓的問題,大大減低了型號研制成本。4通過對多家航天研究所的詳細(xì)調(diào)研,深入了解中國航天企業(yè)信息化建設(shè)的現(xiàn)狀和企業(yè)管理模式的特點,分析了各種ERP系統(tǒng)在航天企業(yè)實施失敗的主要原因,探索出一條在航天企業(yè)實施ERP系統(tǒng)的可行之路。
