簡介:上海交通大學(xué)博士學(xué)位論文中國航空運輸業(yè)市場化改革和競爭研究姓名廖剛申請學(xué)位級別博士專業(yè)管理科學(xué)與工程指導(dǎo)教師陳宏民20070101上海交通大學(xué)博I學(xué)位論文陷和不足,指出航空運輸業(yè)具有特殊的產(chǎn)業(yè)結(jié)構(gòu)和經(jīng)濟特征,具體問題的研究還涉及到網(wǎng)絡(luò)外部性,雙邊市場、轉(zhuǎn)移成本和合作博弈等新興理論工具的應(yīng)用,并在此基礎(chǔ)上確定了本文研究的豐要內(nèi)容和結(jié)構(gòu)框架,最后對本文預(yù)期的創(chuàng)新點進行了整理和歸納。2以建國后中國航空運輸業(yè)的市場化改革、兩次橫向和縱向分割重組為基本脈絡(luò),對其產(chǎn)業(yè)結(jié)構(gòu)演變和市場開放進程進行了簡要論述。結(jié)合目前中國航空運輸業(yè)正在推動的幾項重要改革,指出需要深入研究和解決的幾個關(guān)鍵問題是橫向分割與輪輻競爭、雙邊市場與代理博弈、縱向分割與起降費改革、市場開放與戰(zhàn)略聯(lián)盟等,為以后各章理論研究提供必要的前提和基礎(chǔ)。3基于中國航空運輸業(yè)橫向分割的背景,引入航空頻率經(jīng)濟性概念,刻畫乘客的時間價值特征,并在此基礎(chǔ)上對中樞輪輻網(wǎng)絡(luò)和點對點網(wǎng)絡(luò)進行對比分析,剖析了兩種網(wǎng)絡(luò)結(jié)構(gòu)的市場遏制和市場容納效應(yīng);構(gòu)造具體的需求函數(shù),分析頻率經(jīng)濟性強度的改變對市場競爭狀態(tài)有何種程度的影響,揭示“接入定價”歧視和“交叉補貼”問題的存在。分析結(jié)論為中國民航總局運用行政力量推動兩次重組以構(gòu)建中樞輪輻網(wǎng)絡(luò)的戰(zhàn)略構(gòu)想提供了理論支持,同時也解開了美國航空運輸業(yè)在放松管制后市場集中度反而提高的難解之謎和經(jīng)典的可競爭市場理論失靈的原因。最后,指出政府需要對中樞輪輻網(wǎng)絡(luò)運營中的“接入定價”歧視和“交叉補貼”等問題進行合理規(guī)制。4運用雙邊市場理論研究了中國航空運輸業(yè)縱向分割后中國航空公司、代理商平臺和消費者之間的博弈競爭問題。研究表明,雙邊市場結(jié)構(gòu)和中國航空運輸業(yè)市場的現(xiàn)有特征決定了整個產(chǎn)業(yè)利潤向代理商平臺轉(zhuǎn)移,航空公司和消費者的利益同時受到傷害,現(xiàn)有的代理商制度嚴重影響了市場化改革的進程和效果,最后就機票代理問題提出了兩種可行的解決方案。5基于中國航空運輸產(chǎn)業(yè)縱向分割的背景,應(yīng)用合作博弈理論中的SHAPLEY定價模型和OWEN定價模型對起降費改革方案進行了全面的比較分析。研究表明現(xiàn)有起降費規(guī)制方案和即將實施的起降費改革草案沒有改善“公平”性,也沒有很好的解決“效率”問題,不同規(guī)模航空公司和機場之間的利益沒有得到兼顧,最后提出了全封閉式浮動價格帶管制等政策建議。6基于全球航空自由化、航空戰(zhàn)略聯(lián)盟浪潮席卷全球的背景,分析了市場開放后,基于多市場和產(chǎn)品差異化的中國航空公司與國外航空公司的戰(zhàn)略聯(lián)盟問題。N
