簡(jiǎn)介:分類(lèi)號(hào)密級(jí)UDC編號(hào)桂林電子科技大學(xué)碩士學(xué)位論文題目我國(guó)高等教育財(cái)政支出績(jī)效評(píng)價(jià)體系研究英文ASYSTEMSTUDYONPERFMANCEEVALUATIONOFHIGHEREDUCATIONFINANCIALEXPENDITUREINCHINA研究生姓名孟令君指導(dǎo)教師姓名、職務(wù)曾繁榮(教授申請(qǐng)學(xué)科門(mén)類(lèi)管理學(xué)學(xué)科、專業(yè)管理科學(xué)與工程提交論文日期2008年12月論文答辯時(shí)間2009年6月年月日摘要摘要知識(shí)經(jīng)濟(jì)時(shí)代,高等教育成為政府支出的一個(gè)重要領(lǐng)域。自20世紀(jì)90年代以來(lái),國(guó)家日益重視高等教育事業(yè)發(fā)展,高等教育財(cái)政支出穩(wěn)步增長(zhǎng)。另一方面,國(guó)家財(cái)政性高等教育經(jīng)費(fèi)撥款遠(yuǎn)不能滿足高等教育的需求,高等教育支出的利用率比較低下,資源浪費(fèi)現(xiàn)象嚴(yán)重。因此,如何保證高等教育財(cái)政資金公平與效率的使用,已引起社會(huì)各界的廣泛關(guān)注?;谶@一問(wèn)題,我國(guó)財(cái)政部門(mén)以及一些學(xué)者對(duì)高等教育財(cái)政支出的績(jī)效評(píng)價(jià)進(jìn)行了一系列的實(shí)踐和理論探索。目前,我國(guó)理論界對(duì)此問(wèn)題的研究日趨成熟,形成了不少理論成果,但也存在不少問(wèn)題。突出表現(xiàn)在實(shí)證研究較少,尤其是將理論上提出的績(jī)效評(píng)價(jià)體系運(yùn)用科學(xué)的方法進(jìn)行驗(yàn)證的更少。正是基于這種情況,本文一方面致力于構(gòu)建一套較為科學(xué)完整的高等教育財(cái)政支出績(jī)效評(píng)價(jià)體系,同時(shí)又注重通過(guò)案例研究檢驗(yàn)其實(shí)際效果,力求在理論闡釋和體系應(yīng)用上均有所突破。本文由六個(gè)部分組成第一章是導(dǎo)論部分,主要闡述了選題的背景和意義,關(guān)于高等教育財(cái)政支出績(jī)效評(píng)價(jià)的相關(guān)概念,以及國(guó)內(nèi)外在這一領(lǐng)域的研究現(xiàn)狀。第二章是本文的理論框架,首先運(yùn)用公共支出基本原理對(duì)高等教育財(cái)政支出進(jìn)行理論分析,然后再對(duì)高等教育財(cái)政支出績(jī)效評(píng)價(jià)進(jìn)行理論分析。第三章是我國(guó)高等教育財(cái)政支出績(jī)效評(píng)價(jià)的問(wèn)題分析。這一章首先對(duì)高等教育財(cái)政支出問(wèn)題進(jìn)行分析;然后對(duì)目前我國(guó)高等教育財(cái)政支出績(jī)效評(píng)價(jià)存在的問(wèn)題做出分析。第四章是我國(guó)高等教育財(cái)政支出績(jī)效評(píng)價(jià)體系的構(gòu)建。進(jìn)行構(gòu)建之前,首先對(duì)美國(guó)、英國(guó)、日本等發(fā)達(dá)國(guó)家在高等教育財(cái)政支出績(jī)效評(píng)價(jià)方面積累的豐富經(jīng)驗(yàn)和成功做法進(jìn)行回顧,以及對(duì)我國(guó)高等教育支出績(jī)效評(píng)價(jià)的啟示。接著將構(gòu)建的體系分為制度規(guī)范、績(jī)效目標(biāo)和評(píng)價(jià)標(biāo)準(zhǔn)體系、指標(biāo)體系以及計(jì)分方法和主體選擇,為下面C大學(xué)的案例分析奠定了理論基礎(chǔ)。第五章是對(duì)高等教育財(cái)政支出績(jī)效評(píng)價(jià)的案例分析。利用國(guó)內(nèi)某重點(diǎn)高校的數(shù)據(jù)對(duì)第四章所構(gòu)建的高等教育財(cái)政支出績(jī)效評(píng)價(jià)體系進(jìn)行應(yīng)用,以檢驗(yàn)該體系的科學(xué)性、合理性。第六章是本文的結(jié)論、不足之處和研究展望。依據(jù)前文的研究,得出本文的基本結(jié)論,總結(jié)出研究中的不足。與此同時(shí),本章也對(duì)研究展望予以了詳細(xì)說(shuō)明。關(guān)鍵詞高等教育財(cái)政支出;績(jī)效評(píng)價(jià);體系研究;案例分析–I–

簡(jiǎn)介:經(jīng)過(guò)二十多年的改革和發(fā)展,我國(guó)己進(jìn)入工業(yè)化中期階段,目前正處在結(jié)構(gòu)調(diào)整、產(chǎn)業(yè)升級(jí)的關(guān)鍵時(shí)期。但從總體上看,從業(yè)人員的技術(shù)水平低,仍然是制約我國(guó)經(jīng)濟(jì)高速、健康發(fā)展的“瓶頸”因素之一。以高技術(shù)產(chǎn)業(yè)為支柱、以智力資源為依托的知識(shí)經(jīng)濟(jì)的興起,對(duì)人才的技術(shù)要求更表現(xiàn)出了多樣化的特點(diǎn)。而我們不得不面對(duì)的一個(gè)現(xiàn)實(shí)情況是一方面是企業(yè)求才若渴,另一方面是職業(yè)教育畢業(yè)生無(wú)處可用,這正是我國(guó)現(xiàn)代高等職業(yè)教育與社會(huì)經(jīng)濟(jì)不能和諧發(fā)展的深層次矛盾的具體表象。本文從對(duì)象上看是對(duì)高等職業(yè)教育就業(yè)導(dǎo)向的研究,但選擇的視角是比較研究,以德國(guó)高等職業(yè)教育發(fā)展的歷程、取得的成效以及隨著社會(huì)經(jīng)濟(jì)的發(fā)展所面臨的實(shí)際問(wèn)題進(jìn)行分析,并與我國(guó)高職教育的發(fā)展現(xiàn)狀進(jìn)行比較,得出高職在變革與發(fā)展過(guò)程中的共同規(guī)律及發(fā)展趨勢(shì)。在對(duì)整體完成比較之后,收攏視線,投注于當(dāng)前我國(guó)高職發(fā)展中的實(shí)際問(wèn)題并予以分析,指出發(fā)展以就業(yè)為導(dǎo)向的高等職業(yè)教育的改革發(fā)展之路,并就具體的操作手段及措施進(jìn)行分析,以解決近期中國(guó)高等職業(yè)教育發(fā)展中的現(xiàn)實(shí)問(wèn)題。最后本文的結(jié)論是以就業(yè)為導(dǎo)向,發(fā)展目前仍很薄弱的高等職業(yè)教育,造就適應(yīng)社會(huì)經(jīng)濟(jì)發(fā)展需要的高素質(zhì)的勞動(dòng)者,不僅是時(shí)代的迫切需要,也是歷史的必然選擇。
