簡介:山東農(nóng)業(yè)大學博士學位論文高等教育投融資體制改革問題研究姓名孫建迎申請學位級別博士專業(yè)農(nóng)業(yè)經(jīng)濟管理指導教師王家傳20060520山東農(nóng)業(yè)大學博士學位論文中文摘要隨著我國市場經(jīng)濟體制的建立以及高等教育體制改革的深化,各類高等院校在市場定位、辦學目標等方面較之先前均發(fā)生了很大變化,與此同時,也面臨著辦學資金籌措、運用與管理等投融資體制改革等方面的問題?;诖耍菊撐膹慕⒐藏斦碚?、教育的本質(zhì)理論、人力資本理論、教育成本理論等與高等教育投融資體制之間的關(guān)系入手,回顧總結(jié)了我國高等教育投融資體制的歷史沿革,對國內(nèi)外的高等教育投融資體制進行了比較研究,分析了目前高等教育投融資體制存在著總體投資規(guī)模和生均教育經(jīng)費較低,投融資結(jié)構(gòu)、高等教育收費標準和教育經(jīng)費分配等不盡合理之處以及教育資源浪費等問題。在此基礎(chǔ)上,闡明了高等院校多渠道投融資的原則,研究并提出了深化高等教育體制改革,加強高等教育管理法規(guī)建設(shè)、鼓勵民間投資者興辦高等教育、吸引外資、加速高校技術(shù)成果轉(zhuǎn)化、合理收取學費等多渠道投融資措施,對科學構(gòu)建我國高等教育新型投融資體制提出了政策性建議。本論文對于深化高等教育體制以及投融資體制改革,促進我國高等教育事業(yè)的可持續(xù)發(fā)展具有重要的理論價值及現(xiàn)實指導意義。本文共分七章,各章的內(nèi)容安排如下第一章,前言。闡明了本項研究的選題背景以及研究的意義,明確了擬采用的研究方法和技術(shù)路線,界定了投融資、高等教育經(jīng)費、教育投資等基本概念,系統(tǒng)闡述了國內(nèi)外研究概況,指出了本論文的研究難點和創(chuàng)新點,最后,對相關(guān)的兩次調(diào)查資料進行了詳細說明。第二章,高等教育投融資體制理論基礎(chǔ)。分別論述了公共財政理論與高等教育投融資體制、教育的本質(zhì)與高等教育投融資體制、人力資本理論與高等教育投融資體制、教育成本理論與高等教育投融資體制、教育經(jīng)費與高等教育投融資體制之間的關(guān)系,以此作為分析問題的理論依據(jù)。第三章,我國高等教育投融資體制的歷史沿革。從歷史唯物論的角度,分階段回顧了我國高等教育投融資體制發(fā)展變化情況。第四章,高等教育投融資體制國內(nèi)外比較研究。比較分析了國內(nèi)外高等教育國家撥款的現(xiàn)狀,分析了世界上許多國家的高等教育投資方式。第五章,我國高等教育投融資體制的現(xiàn)狀。目前,我國高等教育經(jīng)費主要是依靠政府的直接投資和間接投資、收取學生的學費、高等學校向商業(yè)銀行等金融機構(gòu)貸
