1、我國全國性單項(xiàng)運(yùn)動(dòng)協(xié)會(huì)改革與發(fā)展研究論文隨機(jī)驗(yàn)證編號：BT683617133676IV 摘要 摘要 北京奧運(yùn)會(huì)后，中國體育站在了一個(gè)新的歷史起點(diǎn)，進(jìn)一步推動(dòng)我國由體育大國向體育強(qiáng)國邁進(jìn)是黨中央、國務(wù)院賦予廣大體育工作者的光榮職責(zé)和神圣使命。這一重大戰(zhàn)略目標(biāo)的實(shí)現(xiàn)，需要對我國體育管理體制和運(yùn)行機(jī)制進(jìn)行改革和完善，其最終的落腳點(diǎn)在于體育社團(tuán)尤其是全國性單項(xiàng)運(yùn)動(dòng)協(xié)會(huì)的改革與完善。本論文運(yùn)用文獻(xiàn)梳理、調(diào)查、訪談等方法，在綜合借鑒的基礎(chǔ)上，結(jié)合我

2、國體育事業(yè)的實(shí)際情況，梳理了全國性單項(xiàng)運(yùn)動(dòng)協(xié)會(huì)的發(fā)展歷程，深入分析了“中心與協(xié)會(huì)同構(gòu)”模式的優(yōu)勢與存在的問題。在此基礎(chǔ)上，提出了協(xié)會(huì)改革與發(fā)展的方案和建議，為協(xié)會(huì)的良性運(yùn)行和健康發(fā)展提供借鑒。 主要結(jié)論：我國全國性單項(xiàng)運(yùn)動(dòng)協(xié)會(huì)的發(fā)展可分為新中國成立前協(xié)會(huì)的起源和新中國成立后協(xié)會(huì)的創(chuàng)立與發(fā)展兩個(gè)部分。其中新中國成立后又可劃分為：新中國成立后至文革前、文革時(shí)期、文革后至國家體委改組前、 “國家體委”改組為“國家體育總局”之后至今等四個(gè)階段；

3、分析了“中心與協(xié)會(huì)同構(gòu)”模式的優(yōu)勢：有利于整合資源，以奧運(yùn)戰(zhàn)略帶動(dòng)我國體育事業(yè)水平的提高；體現(xiàn)了我國現(xiàn)有的政治、經(jīng)濟(jì)與社會(huì)的發(fā)展水平；體現(xiàn)了體育管理制度的中國特色；體現(xiàn)了協(xié)會(huì)發(fā)展現(xiàn)有的發(fā)展水平；實(shí)現(xiàn)了運(yùn)動(dòng)管理中心與單項(xiàng)運(yùn)動(dòng)協(xié)會(huì)的對接管理。分析了 “中心與協(xié)會(huì)同構(gòu)”模式存在的問題： “政事” 、 “事社” 、 “政社”關(guān)系有待進(jìn)一步理順；協(xié)會(huì)內(nèi)部的法人治理結(jié)構(gòu)有待完善；協(xié)會(huì)的高層次人才建設(shè)需要加強(qiáng)、資金來源渠道有待拓寬；協(xié)會(huì)社會(huì)網(wǎng)絡(luò)體系尚

4、待健全；協(xié)會(huì)的整體社會(huì)影響力有待增強(qiáng)；協(xié)會(huì)各層面的關(guān)系有待理順。我國全國性單項(xiàng)運(yùn)動(dòng)協(xié)會(huì)基本走向是政府讓渡、協(xié)會(huì)拓展的過程。提出了協(xié)會(huì)改革與發(fā)展的總體目標(biāo)：依據(jù)我國國情，堅(jiān)持以“政事分開、事社分開、政社分開、政府宏觀管理，協(xié)會(huì)具體運(yùn)作”指導(dǎo)思想與“穩(wěn)步進(jìn)行，逐步實(shí)施，階段性目標(biāo)與長遠(yuǎn)目標(biāo)相結(jié)合、整體設(shè)計(jì)與分步實(shí)施相結(jié)合”的方針，使我國全國性單項(xiàng)運(yùn)動(dòng)協(xié)會(huì)真正承擔(dān)起運(yùn)動(dòng)項(xiàng)目管理的組織與運(yùn)行職能，實(shí)現(xiàn)真正意義上的運(yùn)動(dòng)項(xiàng)目管理“協(xié)會(huì)制” 。并采用

5、政府向協(xié)會(huì)購買體育公共服務(wù)的方式，實(shí)現(xiàn)政府與協(xié)會(huì)的互補(bǔ)型關(guān)系，進(jìn)一步推動(dòng)協(xié)會(huì)走向社會(huì)化與產(chǎn)業(yè)化的運(yùn)行軌道。提出了協(xié)會(huì)改革與發(fā)展的階段性目標(biāo)：政社分開、事社分開；健全、完善社團(tuán)法人治理結(jié)構(gòu)；政社互補(bǔ)型合作和具體發(fā)展路徑：政社合作路徑；企社合作路徑；區(qū)社合作路徑。 我國全國性單項(xiàng)運(yùn)動(dòng)協(xié)會(huì)改革與發(fā)展研究論文隨機(jī)驗(yàn)證編號：BT683617133676VI ABSTRACT After Beijing Olympic Games, Chinese

9、;s sport undertaking, we try to comb the development process of the national individual sport associations, and in-depth analyze the advantages and disadvantages of the isomorphic mode of the Center and the

10、 Association. On this basis, Substantial development of programs and policy recommendations are proposed for China's national individual sport association to facilitate the benign operation and healthy

11、 development. Main Conclusions: the development of national individual sport associations can be divided into two parts, the origin of the association before the founding of New China and the establishment and

12、 development of the associations after the founding of New China. Four periods were formed after the founding of New China: from the founding of New China to the Cultural Revolution, the Cultural Revolution, from the Cu
