12、的應(yīng)用上。眾所周知，自進(jìn)入九十年代以來(lái)，“因特網(wǎng)”與“多媒體”兩大技術(shù)正以不可阻擋之力席卷全球，其應(yīng)用范圍幾乎被拓展到一切社會(huì)和經(jīng)濟(jì)領(lǐng)域，引起了人類社會(huì)生產(chǎn)方式、工作方式、交往方式、生活方式、思維方式和學(xué)習(xí)方式等的重大變革。可以說(shuō)，在人類幾千年的文明發(fā)展史上，還從沒有過(guò)任何一種別的技術(shù)能像上述兩大技術(shù)這樣在如此短的時(shí)間內(nèi)能以如此強(qiáng)大的影響力對(duì)人類社會(huì)的生活與文明打下如此深刻的烙印。(二)倍息技術(shù)在教育領(lǐng)場(chǎng)中應(yīng)用的基本圈景面對(duì)社會(huì)信息化的

13、浪潮，在跨世紀(jì)的教育改革與發(fā)展中都在采取相應(yīng)的戰(zhàn)略措施進(jìn)行教育上的調(diào)整。早在19%年，，世界各國(guó)美國(guó)總統(tǒng)克林頓就提出了一項(xiàng)“教育技術(shù)行動(dòng)”①。該行動(dòng)提出的四大支柱是:把所有教室和圖書館都連接到信息高速公路上讓所有教師和學(xué)生均可在教室使用新型的多媒體電腦:使優(yōu)秀的軟件及在線學(xué)習(xí)資料成為學(xué)校課程不可分割的部分培訓(xùn)所有教師以幫助學(xué)生使用電腦和通過(guò)信息高速公路學(xué)習(xí)。日本政府兩年前己開始在全國(guó)所有中學(xué)開設(shè)信息課，并實(shí)施了一項(xiàng)在基礎(chǔ)教育領(lǐng)域有重大影
