簡(jiǎn)介:綏芬河公路口岸是黑龍江省最早開(kāi)放的邊境口岸之一,同時(shí)也是國(guó)內(nèi)最大的對(duì)俄貿(mào)易陸路口岸之一。多年來(lái),口岸各聯(lián)檢部門對(duì)加快通關(guān)速度,提高通關(guān)效率方面做了大量工作,但沒(méi)有從根本上解決口岸各聯(lián)檢部門信息共享,信息相互認(rèn)可,聯(lián)合辦公等問(wèn)題。針對(duì)目前口岸現(xiàn)狀,從綏芬河出入境汽車運(yùn)輸口岸現(xiàn)場(chǎng)查驗(yàn)管理系統(tǒng)入手,協(xié)調(diào)口岸各監(jiān)管部門,從根本上解決口岸各監(jiān)管部門信息共享和認(rèn)可問(wèn)題,為口岸信息化、數(shù)字化建設(shè)奠定基礎(chǔ)。為實(shí)現(xiàn)這個(gè)目的,擬采用多層分布式軟件體系結(jié)構(gòu),以MICROSOFT的FRAMEWK和水晶報(bào)表為開(kāi)發(fā)工具,運(yùn)用數(shù)據(jù)訪問(wèn)模式,設(shè)計(jì)了口岸管理系統(tǒng),同時(shí)對(duì)實(shí)現(xiàn)過(guò)程中所遇到的關(guān)鍵技術(shù)進(jìn)行了探討,該系統(tǒng)加強(qiáng)了各監(jiān)管部門間的業(yè)務(wù)銜接,減少了業(yè)務(wù)脫節(jié)現(xiàn)象,簡(jiǎn)化了查驗(yàn)手續(xù),促進(jìn)了查驗(yàn)工作的快速完成,同時(shí)減輕了查驗(yàn)工作人員的勞動(dòng)強(qiáng)度,提高了口岸工作效率,有利于發(fā)揮口岸的綜合管理職能和整體功能。
