4、ty to work well with the minimal needs of the staff re-employment work is to realize, safeguard and develop the fundamental interests of the overwhelm.It has majority of the concrete embodiment and improve the minimal as
5、surance policies.It also fully mobilize all positive factors, widely to take effective measures and the ability to work to promote the re-employment of staff. In this paper, the thought has two aspects, on the theory and
6、 practice.Beijing has the ability to work for minimal needs is at the employment situation.The main use of the methords are comparative analysis, empirical and normative analysis of combining method, combining micro and
7、macro, literature analysis Law, and the use of social security principles and methods to explore, and ultimately improve the practical countermeasures. Based on the minimal needs, Beijing has the ability to work the stat
8、us analysis, urban minimal assurance system are the main causes of the problem and on this basis.The work of foreign and domestic welfare system in other cities have the ability to work for the minimal needs of employmen
