2、ested by Max Weber and its model. The governmental institution has been established according to the Weber’s theory, its level structure being clear, its regulatory rule being strict, its authority and responsibility b

3、eing definite, and its various officials taking their blame. This moderate governmental management pattern used to guide governmental administration in Industrial times. However, with the development of the p

4、olitic and economic trend in the world, the appropriate deficiency of bureaucracy itself gradually makes the current public administration fail in efficiency, thus the scholars in many areas such as politics, public

5、administration, economics, sociology and etc put forward to their own points and opinions in which the most influential on the western public administration is just The New Public Management, and one of

6、 its core ideas is marketization which used to instruct modernization of western administration during 1980 to 1990. Marketization, however, wasn’t able to solve all the problems in the public administration, and the

7、 criticism to the bureaucracy generally existed in western administration revolution is exaggerated. The bureaucracy is sign in modernization, and the ideas of the modern public governances have been produced.

8、 The idea is alternative with the bureaucracy and the New Public Management, and academically put forward to a more reasonable administrative revolution concept, yet the idea still needs to be

9、 examined through practice. As the theory and practice of western administrative modernization is more previous than that of china, so we can find an important content in administration development in the present

10、 china is how to correctly realize and adjust the degree of the rational bureaucracy in the public administrative fields in china, and adopt some revolutionary measures on the rational bureaucrac

11、y in china due to this basic adjustment. According to the Weber’s theory and current situation in our country, I think china is situated in the state of being short of the rational bureaucracy; meanwhile,

12、 the traditional bureaucracy created by long feudal history in our country still has very big negative influences. In administration modernization of present china, the rational bureaucracy rule must be

13、 strengthened as well as rebuilt. Thus, this article considers analysis of Weber’s rational bureaucracy theory as a logical basis to analyze the bureaucracy in western administration modernization proc

14、ession and further anatomize the rational bureaucracy of china administration modernization, and finally conclude that the trend of china administration modernization is to establish a rational government which

15、 pursues a consolidation of constitution and procedurization, equity and efficiency, cost and benefit. According to the aim of the rational government, I will correspondingly suggest two ways of establish the ratio

16、nal government: one is to continue optimizing the government of the rational bureaucracy which is just constitution and procedurization, and the other is to apply the idea of modern governance to establishing
