1、中文摘要摘要為了促進我國對外貿(mào)易發(fā)展，提高口岸工作效率，全面推行無紙化通關(guān)的目的，本著創(chuàng)建一流口岸環(huán)境，盡快把天津建成北方經(jīng)濟中心和國際化港口大都市的目的和原則，按照“統(tǒng)一認證、統(tǒng)一標(biāo)準(zhǔn)、統(tǒng)一品牌”的原則，構(gòu)建區(qū)域型“大通關(guān)、大物流、大外貿(mào)”的統(tǒng)一信息平臺，采用“一次申報、一次查驗、一次放行”的通關(guān)流程，最終實現(xiàn)報關(guān)、報檢的“一站式”服務(wù)。這就是建設(shè)電子口岸信息平臺的目的，《船情管理信息系統(tǒng)》就是電子口岸信息平臺中一個重要的業(yè)務(wù)應(yīng)用?！?/p>

2、船情管理信息系統(tǒng)》解決了長久以來船代用戶要將各種申報、作業(yè)計劃都重復(fù)多次錄入，分別通過各自的系統(tǒng)或者紙面單據(jù)提交給各個執(zhí)法機關(guān)，且不能及時得到批復(fù)信息的問題。這種情況使得執(zhí)法機關(guān)的審批效率也難以提高。面對這個問題，電子口岸項目組進行了大量的需求調(diào)研，向船代用戶廣泛了解業(yè)務(wù)流程和用戶需求，對業(yè)務(wù)流程進行分析、整合、重組、抽象，并最終把它分解成3個相對獨立的子系統(tǒng)提供給用戶。分別是船舶出入境申報管理、船舶動態(tài)管理、船舶檔案管理。同時每個子系

3、統(tǒng)內(nèi)部又可以劃分為多個業(yè)務(wù)功能模塊，由此組成了整個《船情管理信息系統(tǒng)》。該系統(tǒng)依托于電子口岸信息平臺，采用了電子口岸信息平臺的統(tǒng)一的授權(quán)鑒權(quán)系統(tǒng)和SCAX安全交換平臺的CA認證系統(tǒng)作為支撐，使系統(tǒng)的安全性和可靠性得到了保證。系統(tǒng)還使用了成熟的企業(yè)級業(yè)務(wù)流處理與報文解析產(chǎn)品Biztalk2004，作為數(shù)據(jù)解析和數(shù)據(jù)流轉(zhuǎn)的載體工具，與電子口岸的內(nèi)網(wǎng)中心交換系統(tǒng)實現(xiàn)數(shù)據(jù)交換提高了系統(tǒng)的穩(wěn)定性和靈活性。同時還開發(fā)了全部業(yè)務(wù)應(yīng)用的WebServi
