7、leinsupptingresearchtospurinnovationindesignconstructionmethodsmaterialsO&M.Butfdecadesnowthefederalgovernmenthaslackedavisionpriitiesfrenewingadvancinginfrastructuremostvitaltothenation’seconomy.FexampletheHighwayTrustF

8、undisnotsustainableunlesstherevenuemodelisupdatedtoaccountfchangesinfuelefficiencyautomotivetechnologies.StatelocalgovernmentshavebeenshoulderinganevergrowingshareoftheO&Mburdenaccountingf62percentofcapitalexpenditures88

9、percentofO&Mspendingftransptationwaterinfrastructurein2014.Statelocalgovernmentsarestillinthebestpositiontomakedecisionsaboutinfrastructuremaintenancenewinitiativeswithintheirjurisdictions.Annualspendingincreasesbytransp
