31、是一個(gè)有著共同價(jià)值觀念的同質(zhì)人口組成的關(guān)系和睦、守望相助、有人情味的社會(huì)關(guān)系和社會(huì)實(shí)體。社區(qū)的社區(qū)服務(wù)和社區(qū)參與是社區(qū)建設(shè)的兩個(gè)重要方面。我本次調(diào)查內(nèi)容是按照廣義的社區(qū)服務(wù)來(lái)理解的，即社區(qū)服務(wù)的具體內(nèi)容包括社區(qū)就業(yè)服務(wù)、社區(qū)救助服務(wù)、社區(qū)衛(wèi)生服務(wù)、社區(qū)安全服務(wù)、社區(qū)文化、教育和體育服務(wù)、社區(qū)老年服務(wù)、社區(qū)環(huán)境服務(wù)及社區(qū)商服務(wù)。社區(qū)參與是指社區(qū)居民自覺(jué)自愿地參加社區(qū)各種活動(dòng)或事務(wù)的過(guò)程。作為社區(qū)服務(wù)的實(shí)體，居民的參與對(duì)于社區(qū)的發(fā)展將起到很

32、大的作用。沒(méi)有居民的積極參與，社區(qū)服務(wù)就不可能落到實(shí)處。所以現(xiàn)代社區(qū)的建設(shè)和發(fā)展必須重視居民的參與和民主精神的實(shí)踐。由此看來(lái)社區(qū)服務(wù)和社區(qū)參與相互聯(lián)系并相互影響，這兩者的關(guān)系必須得到妥善的處理。自20世紀(jì)80年代中期至今20多年來(lái)，我國(guó)的城市社區(qū)服務(wù)取得了相當(dāng)大的成就。盡管如此，由于我國(guó)的社區(qū)工作起步較晚，所以城市社區(qū)服務(wù)的發(fā)展還存在著這樣或那樣的問(wèn)題，與社區(qū)居民的實(shí)際需要還有較大距離?，F(xiàn)階段階段我國(guó)的社區(qū)工作所呈現(xiàn)出的一種局面是：居民
