簡(jiǎn)介:近些年我國(guó)航空公司高速擴(kuò)張式發(fā)展在公司規(guī)模、市場(chǎng)份額、飛機(jī)數(shù)量、航班規(guī)模、企業(yè)效益等各方面都有較大的提升為我國(guó)交通運(yùn)輸和經(jīng)濟(jì)發(fā)展做出了重要貢獻(xiàn)但近年發(fā)生的伊春空難、旅客沖突事件等為航空公司領(lǐng)導(dǎo)層敲響了警鐘在企業(yè)快速發(fā)展的時(shí)期存在于航空公司內(nèi)的各類風(fēng)險(xiǎn)因素開(kāi)始顯現(xiàn)甚至造成嚴(yán)重后果航空公司應(yīng)重視風(fēng)險(xiǎn)并制定相應(yīng)的對(duì)策來(lái)規(guī)避風(fēng)險(xiǎn)確保企業(yè)的健康發(fā)展本人在航空公司工作多年對(duì)航空公司運(yùn)行和經(jīng)營(yíng)較為了解對(duì)存在于航空公司內(nèi)的風(fēng)險(xiǎn)因素有深刻的認(rèn)識(shí)這對(duì)論文的研究起到了重要作用本文從風(fēng)險(xiǎn)及風(fēng)險(xiǎn)管理理論出發(fā)介紹了風(fēng)險(xiǎn)管理的原則和方法然后分析了我國(guó)航空業(yè)發(fā)展現(xiàn)狀重點(diǎn)介紹了S航空公司的運(yùn)營(yíng)狀況通過(guò)列舉近幾年我國(guó)航空公司發(fā)生的風(fēng)險(xiǎn)事件分析得出我國(guó)航空公司面臨的主要風(fēng)險(xiǎn)有安全風(fēng)險(xiǎn)、資源風(fēng)險(xiǎn)、品牌服務(wù)風(fēng)險(xiǎn)、成本風(fēng)險(xiǎn)和收益風(fēng)險(xiǎn)并對(duì)這些風(fēng)險(xiǎn)的成因進(jìn)行探究對(duì)其危害進(jìn)行評(píng)估根據(jù)目前我國(guó)航空業(yè)現(xiàn)狀以S公司為范本本文針對(duì)上述風(fēng)險(xiǎn)提出科學(xué)有效的應(yīng)對(duì)措施提高安全生產(chǎn)水平降低安全風(fēng)險(xiǎn)找準(zhǔn)自身定位降低資源風(fēng)險(xiǎn)加強(qiáng)服務(wù)樹(shù)立品牌規(guī)避品牌服務(wù)風(fēng)險(xiǎn)低成本運(yùn)營(yíng)降低成本風(fēng)險(xiǎn)廣開(kāi)思路提高收益每條應(yīng)對(duì)措施中又進(jìn)行細(xì)分制定了多條切實(shí)可行的風(fēng)險(xiǎn)管理措施

簡(jiǎn)介:作為民用航空的重要組織部分,多年來(lái),通用航空為經(jīng)濟(jì)建設(shè)、社會(huì)公益事業(yè)和人民群眾生活水平提高做出了巨大貢獻(xiàn)。東北地區(qū)通用航空歷經(jīng)幾十年的發(fā)展,由無(wú)到有,由小到大,其航空器擁有量和作業(yè)量都占到了全國(guó)的四分之一強(qiáng),在中國(guó)通用航空界占有舉足輕重的地位。隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的日益完善和現(xiàn)代化建設(shè)步伐的加快,對(duì)通用航空的需要將更加旺盛。但是,東北地區(qū)通用航空還存在許多體制上、思維上的桎梏,其中一些問(wèn)題甚至對(duì)通用航空的發(fā)展造成了巨大的負(fù)面效應(yīng)。為了及時(shí)消除阻礙,還東北地區(qū)通用航空以廣闊的發(fā)展空間,本文從解剖影響通用航空發(fā)展因素、涉及部門入手,多角度地分別總結(jié)國(guó)外、中國(guó)和東北地區(qū)通用航空發(fā)展現(xiàn)狀,分析制約通用航空發(fā)展的主要障礙,從以下幾個(gè)方面探求發(fā)展東北地區(qū)通用航空發(fā)展之道第一,鞏固和培育通用航空市場(chǎng),健全市場(chǎng)體系,營(yíng)造一個(gè)競(jìng)爭(zhēng)有序的環(huán)境;第二,改善通用航空運(yùn)營(yíng)環(huán)境,加強(qiáng)保障能力建設(shè);第三,修改增補(bǔ)通用航空法規(guī)和行業(yè)標(biāo)準(zhǔn),使行業(yè)發(fā)展有法可依,有標(biāo)可尋;第四,改進(jìn)對(duì)通用航空的行業(yè)管理,提高服務(wù)效率和質(zhì)量;第五,打造一流通用航空營(yíng)運(yùn)人;第六,提高認(rèn)識(shí),加大投入,給予政策支持。本文通過(guò)研究、分析、歸納、總結(jié),力求為科學(xué)全面地為發(fā)展東北地區(qū)通用航空事業(yè)出謀劃策,為通用航空事業(yè)的跨越式發(fā)展做出有益積極的探索。
