簡(jiǎn)介:對(duì)外經(jīng)濟(jì)貿(mào)易大學(xué)碩士學(xué)位論文外國(guó)公司進(jìn)入與中國(guó)民用航空維修業(yè)姓名郁偉申請(qǐng)學(xué)位級(jí)別碩士專業(yè)國(guó)際貿(mào)易指導(dǎo)教師張瑋2002101第一章民用航空維修服務(wù)業(yè)概述E機(jī)作為現(xiàn)代化的交通運(yùn)輸工具是由包括發(fā)動(dòng)機(jī)在內(nèi)的眾多凝聚著高新技術(shù)成果的摹部件組成。各零部件的生產(chǎn)和維修需要嚴(yán)格的質(zhì)量認(rèn)證,如FAA,、IAA認(rèn)證,以確保E機(jī)使用的高可靠性,從而保證飛行安全。飛機(jī)、發(fā)動(dòng)機(jī)及其零部件的維修可使飛機(jī)保持持續(xù)適航性。隨著航空運(yùn)輸業(yè)的出現(xiàn),航空維修服務(wù)業(yè)便應(yīng)運(yùn)而生。第一節(jié)航空維修服務(wù)業(yè)的定義航空維修服務(wù)業(yè)屬第三產(chǎn)業(yè)的范疇,是指為飛機(jī)、發(fā)動(dòng)機(jī)及其零部件提供維修并對(duì)岑部件提供倉(cāng)儲(chǔ)和銷售的行業(yè)。它有別『航空運(yùn)輸業(yè)和航空制造、LK,I;F『者是指航空客貨運(yùn)輸,后者指飛機(jī)、發(fā)動(dòng)機(jī)及其零部件的研發(fā)和制造。三者之陽(yáng)J又有聯(lián)系,航空運(yùn)輸業(yè)的發(fā)展將刺激飛機(jī)的需求并帶動(dòng)航空制造業(yè)和維修服務(wù)業(yè)的發(fā)展。航空維修服務(wù)業(yè)包含丁兩方面的服務(wù)一是指對(duì)飛機(jī)的維修與維護(hù)方面的服務(wù)AIRCRA、LREPAIRANDMNLERLARLCESERVICE服務(wù)貿(mào)易總協(xié)定關(guān)于空運(yùn)服務(wù)的附件第六條第A歆將該』LJJJK務(wù)定義為“在退出服務(wù)的一架飛機(jī)或其一部分上進(jìn)行的維修與維護(hù)活動(dòng),但其不包括所謂的‘航班飛機(jī)的保養(yǎng)”’。從該定義覆蓋的服務(wù)范圍來(lái)看總體』與航空業(yè)界所稱的MROMAINTENANCEREPAIRANDOVERHAUL服務(wù)范圍~致。二是指各種飛機(jī)、發(fā)動(dòng)機(jī)“零部件的分銷業(yè)務(wù)。據(jù)統(tǒng)計(jì),雖受“911”事件影響,2001年全球航空維修市場(chǎng)仍達(dá)釗412億美元收益。’。我國(guó)現(xiàn)有各種類型的民用飛機(jī)520架,每年用|丁維修和零部件購(gòu)炙的費(fèi)用就達(dá)100億元人民幣,因而跨國(guó)航空維修服務(wù)早已成為國(guó)際服務(wù)貿(mào)易的一種重要形式,目阿國(guó)際航空運(yùn)輸業(yè)已發(fā)展延伸至世界大部分國(guó)家和地區(qū)。而維修服務(wù)的提供者大多是維修服務(wù)行業(yè)中實(shí)力雄厚的跨國(guó)公司。“在跨國(guó)公司全球經(jīng)營(yíng)和發(fā)展的過(guò)程中,I”T多跨困公司深感服務(wù)業(yè)對(duì)其獲耿競(jìng)爭(zhēng)優(yōu)勢(shì)的重要性,這就加速了服務(wù)國(guó)際化的速度?!边@就使跨國(guó)維修服務(wù)企業(yè)以其獨(dú)特的技術(shù)優(yōu)勢(shì)和質(zhì)量認(rèn)證體系在東道凼建。起壟斷的優(yōu)勢(shì),占領(lǐng)相關(guān)重要部件的維修市場(chǎng)。它們?cè)诟?jìng)爭(zhēng)激烈的市場(chǎng)上尋求市場(chǎng)機(jī)會(huì)?!澳膯呜晡礉M足的需要,哪旱就有做生意的機(jī)會(huì)”,各維修服務(wù)企業(yè)以國(guó)際市場(chǎng)營(yíng)銷的理念,向航窄公,習(xí)提供卓越的服務(wù)來(lái)滿足航空公司的需求。

簡(jiǎn)介:北方交通大學(xué)碩士學(xué)位論文對(duì)我國(guó)航空公司發(fā)展問(wèn)題的探討姓名鄧戩申請(qǐng)學(xué)位級(jí)別碩士專業(yè)工商管理指導(dǎo)教師幺培基200121北方交通大學(xué)碩十學(xué)位論文F我國(guó)空運(yùn)市場(chǎng)對(duì)空運(yùn)企業(yè)的容量有限,因此我國(guó)航空公司的未來(lái)將是規(guī)T模增大數(shù)量減少。經(jīng)營(yíng)國(guó)內(nèi)干線運(yùn)輸航空公司的合理數(shù)量不超過(guò)5個(gè),但實(shí)際操作難點(diǎn)在于如何運(yùn)用市場(chǎng)手段而不是行政干預(yù)去建立一種骨干航空公司與地方航空公司相互依存而不是無(wú)序競(jìng)爭(zhēng)的新型關(guān)系。針對(duì)當(dāng)前空運(yùn)市場(chǎng)低迷狀態(tài),政府要從“擴(kuò)大內(nèi)需”出發(fā),重新審視現(xiàn)行的運(yùn)價(jià)政策。應(yīng)該承認(rèn),細(xì)分市場(chǎng)的多種折扣是滿足社會(huì)不同層次需求和使航空公司收益最大化的有效途徑。只有實(shí)行靈活的運(yùn)價(jià)政策才能激活空運(yùn)市場(chǎng),只有保持與其他交通方式協(xié)調(diào)的運(yùn)價(jià)比例才能擴(kuò)大空運(yùn)市場(chǎng)。“放松管制”是政府對(duì)民航宏觀管理思路的重大轉(zhuǎn)變,在國(guó)外已成為一種潮流。而具有中國(guó)特色的管理思想應(yīng)該是“適度管制”。運(yùn)力控制是政府重要的宏觀調(diào)控手段,運(yùn)力規(guī)??陀^上也決定了空運(yùn)企J世的規(guī)模。航空公司對(duì)飛機(jī)采購(gòu)應(yīng)該有更多自主權(quán),但飛機(jī)采購(gòu)需要服從國(guó)家外交、外貿(mào)大局。政府應(yīng)致力于制定競(jìng)爭(zhēng)規(guī)則,維護(hù)競(jìng)爭(zhēng)秩序。按照市場(chǎng)經(jīng)濟(jì)原則管理好國(guó)家航線資源。對(duì)外為了國(guó)家利益和保護(hù)本國(guó)航空公司利益協(xié)調(diào)好國(guó)際航權(quán)關(guān)系,對(duì)內(nèi)扶持偏遠(yuǎn)地區(qū)和經(jīng)濟(jì)欠發(fā)達(dá)地區(qū)的航線經(jīng)營(yíng)。我國(guó)空運(yùn)市場(chǎng)主要由公費(fèi)旅客支撐的局面仍然沒(méi)有改變。民航要發(fā)展,必須制定新的發(fā)展戰(zhàn)略。新戰(zhàn)略的核心,在于突出為公眾服務(wù)。近年來(lái),鐵路和公路相繼制定了以“提速”為顯著特征的市場(chǎng)策略,其成功實(shí)施已分流了部分航線的民航旅客。航空公司必須認(rèn)真研究市場(chǎng),放下架子,不失時(shí)機(jī)打出“大眾民航”的品牌。“大眾民航”意味著讓更多的人坐得起飛機(jī)。航空公司除繼續(xù)為公務(wù)、商務(wù)旅客提供完善的服務(wù)外,還應(yīng)該根據(jù)新戰(zhàn)略的指導(dǎo)思想,將市場(chǎng)突破口放到旅游等自費(fèi)旅客身上來(lái)。2
