簡(jiǎn)介:山東師范大學(xué)碩士學(xué)位論文基礎(chǔ)教育新課程信息化教育資源建設(shè)的問(wèn)題與對(duì)策姓名劉勇申請(qǐng)學(xué)位級(jí)別碩士專業(yè)現(xiàn)代教育技術(shù)指導(dǎo)教師陸宏20040426基礎(chǔ)教育新譚程信息化教育資源建設(shè)的問(wèn)題與對(duì)策中文摘要本文基于我國(guó)基礎(chǔ)教育新課程改革的背景,在界定教育信息化、信息化教育、信息化教育資源等概念的基礎(chǔ)上,梳理了我國(guó)基礎(chǔ)教育信息化資源建設(shè)的發(fā)展歷程,探討了基礎(chǔ)教育信息化資源建設(shè)中存在的問(wèn)題以及解決的對(duì)策,并就信息化教育資源運(yùn)用的相關(guān)問(wèn)題作了簡(jiǎn)單的闡述。自20世紀(jì)90年代以來(lái),國(guó)際教育界出現(xiàn)了以信息技術(shù)IT的廣泛應(yīng)用為特征的發(fā)展趨勢(shì),國(guó)內(nèi)學(xué)者稱之為“教育信息化現(xiàn)象”。到目前為止,我國(guó)中小學(xué)教育信息化發(fā)展經(jīng)歷了計(jì)算機(jī)教學(xué)實(shí)驗(yàn)、計(jì)算機(jī)輔助教學(xué)、輔助管理和信息技術(shù)與學(xué)科整合三次發(fā)展浪潮。目前,教育信息化的發(fā)展趨勢(shì)是網(wǎng)絡(luò)建設(shè)是基礎(chǔ),資源建設(shè)是核心,教學(xué)應(yīng)用是目的。因此,信息化教育資源建設(shè)問(wèn)題被提到了前所未有的高度,已是目前教育信息化和基礎(chǔ)教育課程改革能否深入發(fā)展的關(guān)鍵所在。信息技術(shù)在學(xué)校教學(xué)活動(dòng)中的地位也從原來(lái)所扮演的“配角”成為“主角”,所有的課程都將成為基于信息技術(shù)的課程。學(xué)生的學(xué)習(xí)是一種全新的“基于資源的學(xué)習(xí)”,教師的教學(xué)活動(dòng)也離不開信息化教育資源的支持。人們?cè)絹?lái)越深刻地認(rèn)識(shí)到豐富多彩的信息化課程資源是新課程實(shí)施的必要條件,沒有信息化教育資源的支撐,再科學(xué)的課程方案也很難變成中小學(xué)實(shí)際的教育教學(xué)行為。我國(guó)信息化教育資源建設(shè)走過(guò)第一階段“題庫(kù)”階段和第二階段“系統(tǒng)素材”階段,現(xiàn)在處在第三階段“資源素材與資源管理系統(tǒng)分開并互相獨(dú)立”的階段。近年來(lái),我國(guó)加強(qiáng)了教育信息資源標(biāo)準(zhǔn)體系的規(guī)劃與研究方面的工作,目前已公布了教育信息資源建設(shè)的有關(guān)技術(shù)規(guī)范,如教育資源建設(shè)技術(shù)規(guī)范第二次征求意見稿。為實(shí)現(xiàn)教育資源的真正共享,教育部組織八所高校的力量聯(lián)合制定網(wǎng)絡(luò)教育技術(shù)標(biāo)準(zhǔn),已推出11項(xiàng)標(biāo)準(zhǔn)草案。透過(guò)國(guó)家對(duì)教育信息資源的總體規(guī)劃和我國(guó)教育信息資源建設(shè)的發(fā)展歷程不難看出,教育信息資源建設(shè)是我國(guó)21世紀(jì)教育信息化的重要發(fā)展方向,也是中小學(xué)“校校通”工程的核心內(nèi)容。媒體素材和網(wǎng)絡(luò)課程是現(xiàn)階段和今后我國(guó)中小學(xué)信息化教育資源開發(fā)和建設(shè)的主要內(nèi)容。我國(guó)基礎(chǔ)教育信息化資源建設(shè)存在著“重硬輕軟”、“數(shù)字鴻溝”、“信息孤島”、資源建設(shè)的標(biāo)準(zhǔn)體系和評(píng)價(jià)監(jiān)控體系不健全等許多發(fā)展的瓶頸問(wèn)題。為了使我國(guó)基礎(chǔ)教育信息化不斷走向深入,教育部重點(diǎn)啟動(dòng)了“校校通”、“農(nóng)村中小學(xué)現(xiàn)代遠(yuǎn)程教育”、“CNKI”中小學(xué)多媒體數(shù)字圖書館CMDL、“國(guó)家基礎(chǔ)教育資源庫(kù)”建設(shè)和“全國(guó)教師教育網(wǎng)絡(luò)聯(lián)盟計(jì)劃”等多項(xiàng)信息化工程,極大地推進(jìn)了我國(guó)基礎(chǔ)教育信息化的發(fā)展。借鑒和吸取國(guó)外基礎(chǔ)教育信息化資源建設(shè)的成功經(jīng)驗(yàn)和失敗教訓(xùn),是我國(guó)基礎(chǔ)教育信息化資源建設(shè)不走彎路、少走彎路,快速發(fā)展,乃至后來(lái)居上的捷徑。在分析我國(guó)信息化資源建設(shè)存在的問(wèn)題和借鑒國(guó)外成功經(jīng)驗(yàn)的基礎(chǔ)上,本文對(duì)信息化資源建設(shè)問(wèn)題的解決對(duì)策提出了自己的看法,并給出了一些信息化資源建設(shè)的成功范例。最后,就信息化資源使用時(shí)應(yīng)注意的幾個(gè)問(wèn)題,諸如資源使用的效率、信息化學(xué)習(xí)環(huán)境的負(fù)面影響以及信息化資源建設(shè)中的版權(quán)意識(shí)等作了簡(jiǎn)單的闡述。關(guān)鍵詞信息化教育資源,發(fā)展現(xiàn)狀,存在問(wèn)題,對(duì)策,資源運(yùn)用分類號(hào)G434

簡(jiǎn)介:本課題因應(yīng)“十八大”“強(qiáng)化企業(yè)安全生產(chǎn)基礎(chǔ)建設(shè)”精神,運(yùn)用現(xiàn)有的安全生產(chǎn)技術(shù)、管理工程手段、信息電子技術(shù),建立簡(jiǎn)單實(shí)用、功能完備、緊密結(jié)合煤礦安全生產(chǎn)特點(diǎn)的管理體系。成果可廣泛應(yīng)用于我國(guó)煤礦安全管理,增強(qiáng)協(xié)同管理效能。本課題圍繞體系研究、軟件平臺(tái)、硬件支持和網(wǎng)站建設(shè)等內(nèi)容開展研究,形成“四位一體”的煤礦安全生產(chǎn)基礎(chǔ)建設(shè)平臺(tái)(1)界定煤礦安全生產(chǎn)基礎(chǔ)建設(shè)的內(nèi)涵和外延,全面分析影響煤礦安全生產(chǎn)基礎(chǔ)的要素,建立要素集成子系統(tǒng);以煤礦安全生產(chǎn)基礎(chǔ)建設(shè)為出發(fā)點(diǎn),以普遍適用性為原則,用指標(biāo)體現(xiàn)要素,構(gòu)建要素評(píng)價(jià)子系統(tǒng);針對(duì)要素分別提出強(qiáng)化措施并集成,形成要素響應(yīng)子系統(tǒng)。(2)基于煤礦安全生產(chǎn)基礎(chǔ)建設(shè)體系的要素層級(jí)理論模型,建立煤礦安全生產(chǎn)指數(shù)和煤礦安全信用等級(jí)的數(shù)學(xué)模型;對(duì)核心要素進(jìn)行評(píng)價(jià),并依據(jù)煤礦安全生產(chǎn)指數(shù)進(jìn)行預(yù)警,對(duì)社會(huì)公眾發(fā)布煤礦安全信用等級(jí)。(3)“煤礦安全生產(chǎn)基礎(chǔ)建設(shè)平臺(tái)”(ESIP)對(duì)公眾開放,上線煤礦經(jīng)初始化后免費(fèi)使用;依托PC端進(jìn)行作業(yè)數(shù)據(jù)的錄入、初始化以及安全生產(chǎn)指數(shù)和安全信用等級(jí)的計(jì)算;依托APP端采集數(shù)據(jù)并上傳到WEB服務(wù)器。(4)策劃并發(fā)布“點(diǎn)到危止”()網(wǎng)站,配合平臺(tái)推廣。成果在體系化管理、安全狀況定量描述、平臺(tái)研發(fā)等方面均有創(chuàng)新(1)在層次分析基礎(chǔ)上,抽引出煤礦安全生產(chǎn)基礎(chǔ)建設(shè)的核心要素,提出“抓住三要素,實(shí)現(xiàn)三化三能力”的管理理念和管理方案;(2)建立煤礦安全生產(chǎn)基礎(chǔ)建設(shè)數(shù)學(xué)模型,經(jīng)實(shí)用簡(jiǎn)化,用煤礦安全生產(chǎn)指數(shù)、安全信用等級(jí),對(duì)煤礦安全生產(chǎn)狀況進(jìn)行內(nèi)、外部描述;(3)軟件平臺(tái)、硬件平臺(tái)和公眾平臺(tái)相互配合,助推成果應(yīng)用和普及。
