簡介:首都經濟貿易大學首都經濟貿易大學碩士學位論文碩士學位論文THESISOFMASTERDEGREETHESISOFMASTERDEGREE論文題目我國幼兒教育財政投入優(yōu)化研究論文題目我國幼兒教育財政投入優(yōu)化研究院系財政稅務學院專業(yè)財政學學號22009090403作者王敬指導教師楊全社副教授完成日期2012年5月首都經濟貿易大學碩士學位論文我國幼兒教育財政投入優(yōu)化研究I內容摘要內容摘要幼兒階段是個人智力開發(fā)、人格健全的關鍵時期,幼兒教育對個人的個性品質形成具有重要作用,幼兒教育的質量關系著人類社會的繁衍和延續(xù)。但近些年來“入園難、入園貴”問題成為我國廣大人民的呼聲,幼兒教育財政投入總量不足、分配不均等問題困擾著我國幼兒教育事業(yè)的發(fā)展。幼兒教育雖然是非義務教育,但是它對人類社會的發(fā)展起著非常重要的作用,幼兒教育屬于社會公益事業(yè),那么政府是否應該對幼兒教育的投入問題負責,這是文章要研究的第一個問題。如果政府應該投入幼兒教育,那么投入多少能夠兼顧效率和公平,滿足人民大眾現(xiàn)階段對幼兒教育的需求是文章研究的第二個問題。針對以上兩個問題,文章圍繞以下方面進行論述第一部分主要介紹論文的選題意義,包括理論和實踐意義,國內外文獻綜述,論文的研究內容、思路方法以及創(chuàng)新之處;第二部分從幼兒教育的正外部性、幼兒教育的公平與效率問題、人力資本理論和委托代理理論四個角度出發(fā)論證了政府為什么要對幼兒教育進行財政投入。第三部分分析了城鎮(zhèn)和鄉(xiāng)村的幼兒教育財政投入政策的形成和發(fā)展過程。第四部分通過對已有的數(shù)據(jù)資料的整理分析,得出我國幼兒教育存在的投入總量不足、資源分配不均衡、缺乏資助處境不利兒童的專門政策、幼兒教師同工不同酬、缺乏幼兒教育財政投入績效評價體系等問題。第五部分為了提高財政資金投入使用的效率以及實現(xiàn)幼兒教育資源的公平,建立了幼兒教育財政投入績效評價體系,以此來衡量我國幼兒教育的發(fā)展水平。第六部分圍繞如何優(yōu)化幼兒教育財政投入提出了自己的建議。本文的觀點是導致幼兒教育財政投入效率低、分配不公平的主要原因是政府財政投入體制不完善、幼兒教育財政投入法制不健全,本文認為應通過建立幼兒教育財政投入績效評價體系,加大幼兒教育財政投入力度,健全幼兒教育財政投入體制,規(guī)范幼兒教育財政轉移制度等相關保障政策來促進幼兒教育的發(fā)展。關鍵詞幼兒教育財政投入、效率和公平、績效評價、投入優(yōu)化

簡介:山東師范大學碩士學位論文幼兒關愛行為的現(xiàn)狀、問題與教育對策以德州市4所幼兒園為例姓名杜蕾申請學位級別碩士專業(yè)教育學原理指導教師唐漢衛(wèi)20080407山東師范大學碩士學位論文中文摘要社會的進步、時代的發(fā)展、生活環(huán)境的復雜多變等給人們帶來了激烈的價值沖擊。但是,無論世界如何變化,人類賴以生存的關愛美德不能喪失。關愛不僅是一個人的品質,它更是人類的一種存在形式。關愛行為是個體社會化的重要內容,是一種積極的社會活動,是人類最基本的生存保障。本文主要圍繞幼兒關愛行為的培養(yǎng)展開研究。古人曾說過,成若天性,習慣成自然。幼兒階段是關愛意識培養(yǎng)、關愛情感陶冶、關愛行為養(yǎng)成的關鍵時期,我們只有從幼兒甚至更小的時候開始,從點滴抓起,讓孩子從小形成關愛行為習慣,才能事半功倍,取得良好的教育效果。特別是21世紀的今天,大部分的孩子都是獨生子女,家庭中的獨特地位,經濟上的相對富足,社會競爭的日趨激烈,社會環(huán)境的復雜多變所帶來的孩子的各種行為問題已經引起家庭、學校和社會的普遍關注。面對幼兒所出現(xiàn)的越來越嚴重的不良行為,將關愛行為的培養(yǎng)作為道德教育的核心任務已經成為現(xiàn)實社會發(fā)展的客觀需要。本文系統(tǒng)地論述了有關幼兒關愛行為培養(yǎng)方面的內容首先,介紹了產生幼兒關愛行為培養(yǎng)需求的歷史背景、社會意義及相關內容的研究現(xiàn)狀。幼兒關愛行為的培養(yǎng)是時代進步的要求,人類發(fā)展的保證。目前有很多人就幼兒行為養(yǎng)成、關愛情感培養(yǎng)等方面進行了大量艱苦的調查研究,筆者從這些優(yōu)秀的研究成果中吸取了寶貴的經驗。其次,界定了行為、關愛行為、幼兒關愛行為等相關概念的豐富內涵,不同的理論工作者從不同的角度對上述概念有著不同的界定與理解,筆者也在文章中就以上概念談了自己的認識與拙見。第三,分析了幼兒關愛行為的發(fā)展現(xiàn)狀并且從幼兒自身、家庭熏陶、幼兒園教育和自然與社會因素四個方面對幼兒關愛行為產生的原因進行了深入探討。許多調查發(fā)現(xiàn),目前我國幼兒關愛行為的發(fā)展現(xiàn)狀不容樂觀,很多孩子不同程度地存在錯誤或片面認識關愛行為,缺少關愛技能技巧,沒有關愛踐行能力等方面的問題,這些問題的存在是多方面因素共同作用的結果,本文著重從幼兒自身、家庭熏陶、幼兒園教育和自然與社會因素四個方面進行闡述。第四,論述了幼兒關愛行為培養(yǎng)的理論依據(jù)。培養(yǎng)幼兒的關愛行為有著極其豐富的理論依據(jù),本文著重從心理學和教育學兩個角度進行闡釋。理論是指導實踐、保證實效的重要根據(jù)。教育先行者的經驗與教訓是我們開展教育工作的指路
