13、et a certificate:(1) ISO 9000 issued by the International Organization of Standards; and(2) Hong Kong Management Association Quality Award (HKMAQA) issued by Hong Kong Management Authority (HKMA).One must remember that t
14、hese two awards are for general management service, rather than specifically for PM service. However, they have generated much greater appeal and have become more popular in the industry. Currently, there are nine PMCs w
15、hich have been awarded the HKMAQA (Appendix, Table AI). This research paper aims to investigate the relationship between quality of PM and property price in the residential sector. ISO 9000 Certification and HKMAQA are u
16、sed as the measurement of the quality of PM as PMCs vie for achieving these. The study is restricted only to private developments as the price of private housing is determined by the market, while the price of public hou
17、sing involves government intervention.2. Literature review 2.1 PM in HK PM is very important in HK, especially in properties with densely populated multi-ownership situations that prevail here. Satisfying many owners’ in
18、terest in a single property is definitely much more challenging than that of a few, and it is especially true in the common areas. In HK, flat owners only have undivided share over the common areas. A term “tragedy of an
19、ti-commons”, introduced by Heller (1998), can describe this phenomenon which results in under-usage or ill-maintenance of those areas. PM usually includes services that are related to maintenance of such common areas i.e
20、. corridors, car parking, greeneries, lobby, lifts, etc. which are used by all but generate little or no response from them as far as their maintenance is concerned. Eventually that leads to unwanted devaluation of the p
21、roperty. However, previous researchers found that PM services today are also associated with achieving various short and long term objectives that seeks to control the interest of the owners and potential buyers as far a
22、s property price is concerned (Scarrett, 1983). Other than providing maintenance services, the short-term objectives of PM include financial management, enforcement of lease provisions etc. The long-term objective is to
23、improve capital value or rental value.2.2 Quality of PM as an indicator of property price PM is significant for the property. Good PM services not only keep the property in a good condition, but also minimize the operati
24、ng cost and provide a positive image to the property. In addition it is a business that can create wealth by adding values to other related business (Edington, 1997). PMCs are the PM services providers in the real estate
25、 industry. Like other business, quality of service is an important criterion in PM business in determining customer satisfaction (Hui and Zheng, 2010). PMCs seek continuous improvement in the quality of their services in
