1、MPA學位論文作者：鄧裕源廣卅I市黨員領(lǐng)導(dǎo)十部權(quán)力運行風險分析及制約監(jiān)督機制的研究中文摘要領(lǐng)導(dǎo)干部手中掌握的權(quán)力具有公共性，它是人類社會中最重要的社會建構(gòu)之一，它在權(quán)威分配社會資源、協(xié)調(diào)社會利益關(guān)系、保障和促進社會福祉等方面，曾經(jīng)、正在并繼續(xù)發(fā)揮巨大的作用。然而，人類的政治實踐也反復(fù)證明，由于權(quán)力具有工具性特征，并且掌握公共權(quán)力的人都存在著濫用權(quán)力的可能，這就意味著權(quán)力運行存在風險。權(quán)力的濫用必定會造成政治生活弊病叢生亂象紛呈，而腐敗的

2、權(quán)力則會成為社會失序和動亂的根源。加強以完善懲治和預(yù)防權(quán)力腐敗體系為重點的反腐倡廉建設(shè)，是我們黨從提高黨的執(zhí)政能力、保持和發(fā)展黨的先進性全局的高度作出的重大決策。如何結(jié)合實際推進對黨員領(lǐng)導(dǎo)干部權(quán)力運行中懲防腐敗體系的建設(shè)，是擺在各級黨委、政府和紀檢監(jiān)察機關(guān)面前的一項重大而緊迫的任務(wù)。在此研究背景和價值的導(dǎo)向下，筆者在本文第二章中首先對權(quán)力的性質(zhì)、來源與特點的進行理論分析，基于權(quán)力的公共屬性而將權(quán)力運行與公共行政理論納入同一分析的軌道，綜

3、合運用管理、政治以及法律等多種視角來分析權(quán)力運行及其風險的理論，并且從權(quán)力配置、組織結(jié)構(gòu)、決策程序、行權(quán)責任與權(quán)力倫理等諸方面分別闡述權(quán)力風險的防范，在更廣泛的公共行政理論的領(lǐng)域定位權(quán)力運行并基于此探討其運行風險防控理論。在本文的第三章，筆者對近年來廣州市黨員領(lǐng)導(dǎo)干部(尤其是一把手)違紀違法案件情況進行實證調(diào)查研究，應(yīng)用數(shù)據(jù)統(tǒng)計的方法，發(fā)現(xiàn)領(lǐng)導(dǎo)干部權(quán)力運行風險演變成違紀違法行為的結(jié)果具有多樣性、過程具有隱蔽性、動機具有趨利性，高風險的群

4、體、系統(tǒng)和領(lǐng)域具有集中性。根據(jù)這些案件發(fā)生的根源和條件，可以進一步把權(quán)力運行風險具體劃分為以下幾類：思想道德風險、制度機制風險、是崗位職責風險、社會環(huán)境風險。進而，筆者在本文第四章對產(chǎn)生上述權(quán)力運行風險的原因和現(xiàn)行權(quán)力運行風險監(jiān)督制約機制的缺陷展開深入分析。根據(jù)這些領(lǐng)導(dǎo)干湖違紀違法案件發(fā)生的根源和條件，可以進一步把權(quán)力運行風險具體劃分為以下幾類：思想道德風險、制度機制風險、是崗位職責風險、社會環(huán)境風險，由此得出既有權(quán)力監(jiān)督制約機制已不足
