簡(jiǎn)介:城市公共安全管理是城市公共管理的重要內(nèi)容。城市公共安全管理由日常管理及應(yīng)急處理兩大體系構(gòu)成,是針對(duì)城市不特定人群的生命、健康和重大財(cái)產(chǎn)的安全,進(jìn)行預(yù)防、處置、恢復(fù)的一個(gè)完整的管理系統(tǒng)。其目的是挽救生命,保護(hù)財(cái)產(chǎn)、公眾健康和安全,減輕災(zāi)難與威脅。本文在廣泛借鑒國(guó)內(nèi)外有益經(jīng)驗(yàn)的基礎(chǔ)上,對(duì)我國(guó)城市公共安全管理現(xiàn)狀、存在問(wèn)題及對(duì)策進(jìn)行了探討,建議通過(guò)立法明確政府不同部門和社會(huì)團(tuán)體在城市公共安全管理中的職責(zé)定位,建設(shè)先進(jìn)的信息管理系統(tǒng),打破條塊分割的傳統(tǒng)公共安全運(yùn)行管理機(jī)制,從更高層次整合現(xiàn)有的公共安全資源,建立起集中統(tǒng)一、層次分明、序列協(xié)調(diào)的新型城市公共安全管理體系,承擔(dān)起向全社會(huì)提供系統(tǒng)全面公共安全服務(wù)的職能。論文第一章主要論述了城市公共安全管理的基本概念、研究現(xiàn)狀及研究城市公共安全管理的意義。論文第二章主要論述了我國(guó)城市公共安全管理存在的問(wèn)題及原因分析。政府官員危機(jī)意識(shí)淡??;缺乏獨(dú)立和常設(shè)的危機(jī)管理協(xié)調(diào)機(jī)制;危機(jī)管理系統(tǒng)中政府公共職能不到位;危機(jī)管理中缺乏信息公開機(jī)制和處理機(jī)制;官員問(wèn)責(zé)制不完善;危機(jī)處理法律不健全。同時(shí),對(duì)我國(guó)城市公共安全管理研究工作進(jìn)行了簡(jiǎn)要回顧。論文第三章通過(guò)對(duì)日、美、俄、法等發(fā)達(dá)國(guó)家比較完備公共安全管理體系的對(duì)比分析,提出健全法律制度、應(yīng)急機(jī)構(gòu),加強(qiáng)地方政府的管理能力,注重事前預(yù)防和事后總結(jié),這些經(jīng)驗(yàn)是對(duì)我國(guó)公共管理安全的啟示。論文第四章主要探索了我國(guó)城市公共安全管理模式。城市公共安全管理要堅(jiān)持以人為本的原則、以防為主的原則和分級(jí)管理的原則。要廣泛借鑒吸收國(guó)內(nèi)外有關(guān)經(jīng)驗(yàn)和教訓(xùn),從可持續(xù)發(fā)展的戰(zhàn)略高度出發(fā),從城市經(jīng)濟(jì)社會(huì)發(fā)展的全局和現(xiàn)實(shí)需要出發(fā),建立城市公共安全的應(yīng)急管理構(gòu)架,通過(guò)城市公共安全資源的優(yōu)化配置,逐步建立起系統(tǒng)高效的應(yīng)急管理機(jī)制和相關(guān)防御體系。從完善城市公共安全法規(guī)體系等十個(gè)方面,建立和完善城市公共安全管理模式運(yùn)行的配套措施建設(shè)。

簡(jiǎn)介:河南大學(xué)碩士學(xué)位論文我國(guó)公共部門績(jī)效管理困境與對(duì)策研究姓名趙紅巖申請(qǐng)學(xué)位級(jí)別碩士專業(yè)行政管理指導(dǎo)教師王發(fā)清20100501評(píng)估主體來(lái)看,我們的評(píng)估主體過(guò)于單一,公民作為主要評(píng)估主體的地位不夠明確等等??傊?,我國(guó)的公共部門的績(jī)效管理還存在這樣或那樣的困難和不足,有待我們進(jìn)一步的努力???jī)效管理在私人部門所顯示的巨大功效,使得公共部門的改革者看到希望,于是績(jī)效管理便被熱情地迎入公共部門,希望它能作為一劑良藥使沒(méi)有生氣的公共部門一步步強(qiáng)健起來(lái)。但公共部門或通過(guò)理性分析,或經(jīng)過(guò)初步嘗試,發(fā)現(xiàn)這劑在私人部門屢試不爽的靈丹妙藥,對(duì)自己而言,應(yīng)用中存在許多障礙,甚至難以下咽。本文試圖對(duì)公共部門應(yīng)用中績(jī)效管理的障礙進(jìn)行分析,并提出消解這些障礙的方法。本論文主要分為五個(gè)部分。第一部分總結(jié)了本文的選題背景、研究意義、研究框架、文獻(xiàn)綜述。第二部分公共部門績(jī)效管理基礎(chǔ)理論分析,介紹了績(jī)效管理以及與績(jī)效管理相關(guān)的基礎(chǔ)理論;第三部分是公共部門績(jī)效管理的效用功能與運(yùn)作難度分析,闡述了公共部門績(jī)效管理的實(shí)際功效,對(duì)于公共管理的巨大作用,另外還具體的分析了公共績(jī)效管理在實(shí)際操作過(guò)程中的困難;第四部分是我國(guó)公共部門績(jī)效管理的現(xiàn)狀與困境分析,具體講述了實(shí)施績(jī)效管理這二十年來(lái)我國(guó)在實(shí)際運(yùn)行過(guò)程中的特殊情況和困境;第五部分提出了完善我國(guó)績(jī)效管理機(jī)制的相關(guān)對(duì)策。關(guān)鍵詞公共部門績(jī)效管理績(jī)效評(píng)估激勵(lì)溝通

簡(jiǎn)介:在我國(guó)公共管理領(lǐng)域中,雖然對(duì)測(cè)量方法的應(yīng)用歷史悠久,但始終停留在觀察、談話、調(diào)查訪問(wèn)等類似的定性分析階段。直到近代從西方引進(jìn)經(jīng)典測(cè)驗(yàn)理論后,有關(guān)的定量化分析方法才逐步開始應(yīng)用。經(jīng)典測(cè)驗(yàn)理論CTT指導(dǎo)下的方法簡(jiǎn)單明了,方便易行,得到了廣泛應(yīng)用。然而經(jīng)典測(cè)驗(yàn)理論在測(cè)驗(yàn)建構(gòu)時(shí),質(zhì)量方面效度、精確度、一致性、易解釋性、應(yīng)用方便性不能同時(shí)滿足,一個(gè)令人滿意的量表結(jié)構(gòu)意味著找出解決沖突的妥協(xié)方案。項(xiàng)目反應(yīng)理論IRT應(yīng)運(yùn)而生,為這個(gè)微妙的過(guò)程提供解決問(wèn)題的框架。在國(guó)外,自60年代以來(lái)以項(xiàng)目反應(yīng)理論為代表的新的測(cè)量理論經(jīng)過(guò)長(zhǎng)期發(fā)展,不斷完善,趨于成熟。由于其科學(xué)性和合理性,已經(jīng)在很大程度上趕上甚至超越了經(jīng)典測(cè)量理論而得到廣泛應(yīng)用。20世紀(jì)80年代,北京師范大學(xué)張厚粲教授將項(xiàng)目反應(yīng)理論介紹到我國(guó)后,引起了國(guó)內(nèi)測(cè)量學(xué)者的極大關(guān)注,并且得到廣泛的應(yīng)用,尤其是在人才測(cè)評(píng)、教育與心理測(cè)量評(píng)價(jià)領(lǐng)域發(fā)揮著巨大的作用。在IRT理論基礎(chǔ)之上發(fā)展起來(lái)的非參數(shù)項(xiàng)目反應(yīng)理論NIRT,由于特殊的應(yīng)用價(jià)值對(duì)被試能力或題目?jī)?yōu)劣進(jìn)行排序,在國(guó)外越來(lái)越受到重視,其相對(duì)于IRT簡(jiǎn)便易行的優(yōu)點(diǎn)更為廣大非專業(yè)測(cè)量人員所青睞。但就目前來(lái)看,NIRT對(duì)國(guó)內(nèi)來(lái)說(shuō)基本上還是一個(gè)新事物,相關(guān)的研究還比較的少,更沒(méi)有應(yīng)用到實(shí)踐領(lǐng)域當(dāng)中去,是一個(gè)不小的空白。本文是將NIRT理論應(yīng)用到公共管理領(lǐng)域中的一次嘗試,希望通過(guò)本文能使NIRT這種在國(guó)外經(jīng)過(guò)檢驗(yàn)的先進(jìn)理論引起我國(guó)研究者的重視。
