簡介:北京工業(yè)大學(xué)博士學(xué)位論文北京市高等教育撥款政策研究姓名線聯(lián)平申請(qǐng)學(xué)位級(jí)別博士專業(yè)管理科學(xué)與工程指導(dǎo)教師李京文20080401北京工業(yè)大學(xué)管理學(xué)博上學(xué)位論文等教育評(píng)估制度進(jìn)行了比較分析,提出了在評(píng)估機(jī)構(gòu)設(shè)立、評(píng)估人員培訓(xùn)、評(píng)估指標(biāo)的設(shè)計(jì)、評(píng)估程序的確定以及評(píng)估小組成員的構(gòu)成等方面建立北京市高等教育績效評(píng)估體系的構(gòu)想。高等教育的撥款涉及到高等教育經(jīng)費(fèi)的總量和分配方式兩方面的問題。為此,本文對(duì)北京市GDP對(duì)其高等教育撥款的相關(guān)性進(jìn)行分析,并對(duì)北京市高等教育財(cái)政撥款增長與需求情況進(jìn)行預(yù)測的前提下,將成本、評(píng)估結(jié)果、政策調(diào)節(jié)系數(shù)作為建立撥款模型的參數(shù),建立了北京市高等教育的一般費(fèi)用撥款模型和專項(xiàng)費(fèi)用撥款模型,并以北京市屬高校為對(duì)象對(duì)撥款模型進(jìn)行了實(shí)證分析。論文最后,作者提出了進(jìn)一步完善北京市高等教育撥款制度政策的對(duì)策建議,并在結(jié)論部分歸納了此項(xiàng)研究所取得的主要研究結(jié)論和本論文的主要?jiǎng)?chuàng)新點(diǎn)。關(guān)鍵詞高等教育;成本分析;撥款績效評(píng)估撥款政策

簡介:我國高等教育投資立法是指在分析現(xiàn)行有關(guān)法律問題的基礎(chǔ)上,適應(yīng)我國高等教育發(fā)展形勢的需要,制定單獨(dú)的高等教育投資法,并以此為基礎(chǔ)建立高等教育投資法律體系。本文共分五個(gè)部分。第一部分,概述了高等教育投資立法的幾個(gè)最基本的問題。對(duì)我國高等教育投資立法的歷史、現(xiàn)實(shí)緊迫性進(jìn)行了初步分析;對(duì)“投資”、“高等教育”兩個(gè)概念進(jìn)行了辨析;探討了高等教育投資立法的經(jīng)濟(jì)基礎(chǔ)、社會(huì)基礎(chǔ)、理論基礎(chǔ)。第二部分,在分析了現(xiàn)行高等教育投資立法的價(jià)值傾向后,嘗試性地重構(gòu)高等教育投資立法應(yīng)有的價(jià)值追求教育公平和人的全面發(fā)展。在探討了高等教育投資立法應(yīng)保障的各種權(quán)利后,指出受教育權(quán)是高等教育投資立法應(yīng)保障的目標(biāo)性權(quán)利。在分析了受教育權(quán)、社會(huì)權(quán)之間關(guān)系的基礎(chǔ)上,提出高等教育立法應(yīng)該體現(xiàn)社會(huì)權(quán)保障的要求高等教育投資立法的價(jià)值,指導(dǎo)和制約著其基本原則。這些基本原則包括受教育權(quán)保障原則,公平與效率兼顧原則,多多益善與高效利用相結(jié)合原則,強(qiáng)化政府責(zé)任與承認(rèn)政府調(diào)控權(quán)力的原則,社會(huì)性原則,可操作性原則,適應(yīng)國情原則,開放性原則。第三部分,對(duì)高等教育投資立法的模式和體系進(jìn)行了分析。認(rèn)為從模式來看,我國現(xiàn)行高等教育投資立法應(yīng)當(dāng)獨(dú)立于高等教育法,建立完整、系統(tǒng)的高等教育投資法律體系,并以此促進(jìn)政府轉(zhuǎn)變對(duì)高等教育的管理方式注重通過高等教育財(cái)政投資間接調(diào)控高等教育事業(yè)的發(fā)展。從體系上講,高等教育投資法律體系應(yīng)包括法律、行政法規(guī)、地方法規(guī)和少量的部門規(guī)章。第四部分,論述了高等教育投資立法中有關(guān)主體的法律概念,探討了對(duì)政府、捐贈(zèng)者、受教育者和其它高等教育投資人進(jìn)行不同的權(quán)利義務(wù)配置。第五部分,論述了高等教育投資評(píng)價(jià)的法律概念。評(píng)價(jià)機(jī)制的建構(gòu)、各評(píng)價(jià)主體的權(quán)利、職責(zé)初步探討了高等教育投資監(jiān)督的基本制度。

簡介:江西財(cái)經(jīng)大學(xué)碩士學(xué)位論文高等教育入學(xué)機(jī)會(huì)城鄉(xiāng)差異研究基于江西高校調(diào)查姓名張麗霞申請(qǐng)學(xué)位級(jí)別碩士專業(yè)社會(huì)學(xué)指導(dǎo)教師陳家琪200912014城鄉(xiāng)家庭經(jīng)濟(jì)資本對(duì)孩子學(xué)業(yè)成就影響很大,但對(duì)于農(nóng)村家庭的孩子影響更大。對(duì)于差異形成的原因可以大致可歸納為兩大部分。第一是社會(huì)制度的因素;第二是社會(huì)結(jié)構(gòu)的因素如家庭背景因素。制度性因素主要是指資源配置的不公平,高考制度及高等教育收費(fèi)制度、和重點(diǎn)學(xué)校制度等。家庭背景主要從社會(huì)資本、文化資本、經(jīng)濟(jì)資本這三方面來進(jìn)行闡述差異形成的原因。家庭背景的差異對(duì)學(xué)業(yè)的影響主要從兩個(gè)方面來探討第一是由于優(yōu)勢遞進(jìn)效應(yīng)影響基礎(chǔ)教育進(jìn)而影響到高等教育。第二是招生錄取機(jī)制對(duì)于入學(xué)機(jī)會(huì)的干預(yù),也就是說具有優(yōu)勢資源的城市家庭子女會(huì)比農(nóng)村家庭子女獲得更多的入學(xué)機(jī)會(huì)。其實(shí)不管是制度性因素還是結(jié)構(gòu)性因素都不是單獨(dú)存在影響的,他們都是具有密切聯(lián)系,一起對(duì)城鄉(xiāng)高等教育入學(xué)機(jī)會(huì)產(chǎn)生影響,筆者將這兩者結(jié)合起來共同探討差異形成的原因,從而全面深入分析城鄉(xiāng)差異。在探討了城鄉(xiāng)高等教育入學(xué)機(jī)會(huì)城鄉(xiāng)差異的原因之后,筆者試圖提出一些可行性的對(duì)策。首先要改變教育理念,摒棄以往城市為中心的取向,傾向農(nóng)村。第二要深化教育改革。最后,我們必須正確面對(duì)這樣的問題,即城鄉(xiāng)高等教育差異是具有客觀性的,不可能完全消除的,因此教育改革它有一定的局限性,但是,我們要堅(jiān)定信念,通過長期的實(shí)踐和努力來最大限度的縮小城鄉(xiāng)教育入學(xué)機(jī)會(huì)的差距,進(jìn)而促進(jìn)教育公平。關(guān)鍵字教育公平高等教育入學(xué)機(jī)會(huì)城鄉(xiāng)差異2
