    • 簡(jiǎn)介:華中師范大學(xué)博士學(xué)位論文高等教育消費(fèi)研究基于“學(xué)生消費(fèi)者”的視角姓名陶美重申請(qǐng)學(xué)位級(jí)別博士專業(yè)教育經(jīng)濟(jì)學(xué)指導(dǎo)教師范先佐20071001⑧博士學(xué)位論丈DOCTORALDISSEKⅫ0N存在盲目和非理性高等教育消費(fèi)行為。加之服務(wù)提供者所提供的高等教育產(chǎn)品質(zhì)量不高,致使學(xué)生高等教育消費(fèi)滿意度偏低,個(gè)人和家庭高等教育消費(fèi)存在一定風(fēng)險(xiǎn)。通過(guò)對(duì)我國(guó)高等教育消費(fèi)市場(chǎng)發(fā)展趨勢(shì)的分析,我們認(rèn)為高等教育產(chǎn)業(yè)國(guó)際化發(fā)展必然導(dǎo)致高等教育的市場(chǎng)化,在未來(lái)的高等教育消費(fèi)領(lǐng)域,學(xué)生消費(fèi)者的主體地位將更加突出,學(xué)生消費(fèi)者的作用和影響將愈來(lái)愈大,學(xué)生消費(fèi)者的選擇將決定著高等教育發(fā)展方向。這些跡象表明我國(guó)高等教育發(fā)展史上的一個(gè)新的時(shí)代學(xué)生消費(fèi)者時(shí)F℃一即將來(lái)臨,為適應(yīng)學(xué)生消費(fèi)者時(shí)代的到來(lái),我國(guó)高等教育必須作出調(diào)整,努力改革舊體制對(duì)高等教育發(fā)展的束縛,樹立新的教育理念,以更高的目標(biāo)和質(zhì)量迎接新時(shí)代的到來(lái)。為適應(yīng)學(xué)生消費(fèi)者時(shí)代到來(lái),本文提出了的六個(gè)方面的策略第一,要確立學(xué)生消費(fèi)者為中心的教育服務(wù)理念。第二,要提高高等教育消費(fèi)者滿意度。建議建立一套符合我國(guó)實(shí)際的科學(xué)的學(xué)生滿意度測(cè)評(píng)體系,并建立長(zhǎng)效的評(píng)估機(jī)制。第三,改進(jìn)高等教育服務(wù)質(zhì)量。比如可以有計(jì)劃地實(shí)施全面質(zhì)量管理和在部分院??稍囆蠭S09∞O標(biāo)準(zhǔn)。第四,切實(shí)保障教育消費(fèi)者權(quán)益。我們認(rèn)為要建立和諧的高等教育消費(fèi)環(huán)境,政府必須加大投入,大學(xué)學(xué)費(fèi)要進(jìn)行合理定價(jià),要擴(kuò)大消費(fèi)者的教育選擇權(quán),并改善學(xué)校與學(xué)生之間的關(guān)系。在保障教育消費(fèi)者權(quán)益方面,應(yīng)該完善制度建設(shè),包括外部制度建設(shè)和內(nèi)部制度建設(shè),加大執(zhí)法力度,要建立和發(fā)展教育消費(fèi)者組織,例如教育消費(fèi)者協(xié)會(huì)。第五,合理調(diào)節(jié)高等教育消費(fèi)需求。要進(jìn)行消費(fèi)教育和消費(fèi)引導(dǎo),個(gè)人與家庭要轉(zhuǎn)變觀念,做到理性選擇、量力而行。學(xué)校與社會(huì)要關(guān)注高等教育消費(fèi)需求的新變化,努力提高高等教育質(zhì)量,并形成正確的輿論導(dǎo)向,引導(dǎo)人們理性消費(fèi)高等教育。國(guó)家與政府要適當(dāng)抑制高等教育消費(fèi)的擴(kuò)張,對(duì)高等教育進(jìn)行合理定價(jià)、規(guī)范收費(fèi)標(biāo)準(zhǔn),要優(yōu)化高等教育消費(fèi)結(jié)構(gòu),增加商等教育消費(fèi)供給。第六,積極開拓高等教育消費(fèi)市場(chǎng),包括國(guó)內(nèi)高等教育市場(chǎng)和境外高等教育市場(chǎng)。關(guān)鍵詞高等教育消費(fèi);學(xué)生消費(fèi)者;滿意度;權(quán)益
