簡(jiǎn)介:省級(jí)高等教育專項(xiàng)資金支出績(jī)效評(píng)價(jià)研究基于云南省PRO討NEIALHIGHEREDUEATIONSPEEIALFUNDSEXPENDITUREANDPERFORMANEEEVALUATIONRESEAREHBASEDONYUNNAN學(xué)位申請(qǐng)人年級(jí)專業(yè)研究方向指導(dǎo)教師定稿時(shí)間王家馬2006CFO省級(jí)高等教育專項(xiàng)資金支出績(jī)效評(píng)價(jià)研究基于云南省展專項(xiàng)資金進(jìn)行了試評(píng)價(jià)。試圖在績(jī)效評(píng)價(jià)方法有所創(chuàng)新,從三言兩語(yǔ)的定性描述過(guò)渡到精確的量化標(biāo)準(zhǔn),以及指標(biāo)間相互影響程度,將指標(biāo)體系從一維平面表格形式變成多層次、多方位又相互聯(lián)系相互影響的體系。本文建立的指標(biāo)體系主要是在項(xiàng)目立項(xiàng)預(yù)算階段對(duì)單個(gè)項(xiàng)目進(jìn)行評(píng)價(jià),這個(gè)項(xiàng)目可能還有子項(xiàng)目,如文中的云南省高等教育發(fā)展專項(xiàng)資金就包含科技創(chuàng)新、重點(diǎn)學(xué)科建設(shè)、人才培養(yǎng)、對(duì)外交流等等相互關(guān)聯(lián)的很多子項(xiàng)目。通過(guò)指標(biāo)體系測(cè)算出同一資金不同方案對(duì)指標(biāo)體系中敏感指標(biāo)增量的多少來(lái)指導(dǎo)資源的分配,提高資源的使用效率,為項(xiàng)目預(yù)算論證和執(zhí)行過(guò)程及產(chǎn)生的效果進(jìn)行量化評(píng)價(jià)提供數(shù)據(jù)基礎(chǔ)。所有這些計(jì)算的基礎(chǔ)是各個(gè)高校的實(shí)際狀況與規(guī)劃中國(guó)家、行業(yè)、法律法規(guī)的差距,專項(xiàng)資金的投入就是要最有效的縮小這些差距。我們?nèi)绻軐⒏叩冉逃龑m?xiàng)資金的評(píng)價(jià)體系和方法推廣到職業(yè)教育專項(xiàng)資金、民辦教育專項(xiàng)資金、基礎(chǔ)教育專項(xiàng)資金等,將可以綜合反映和指導(dǎo)全省教育財(cái)政資金的有效配置,并反映出政府在教育投入中的努力程度。若將該體系用于單個(gè)高校,也同樣可以反映出一個(gè)高校多個(gè)項(xiàng)目評(píng)價(jià)結(jié)果計(jì)算出來(lái)的綜合評(píng)價(jià)結(jié)果,具有多重現(xiàn)實(shí)意義。關(guān)鍵詞省級(jí)專項(xiàng)資金績(jī)效評(píng)價(jià)指標(biāo)體系
