簡介:浙江師范大學碩士學位論文世紀之交的曇花一現(xiàn)19932007我國高等教育學歷文憑考試的興起與衰亡姓名林可丹申請學位級別碩士專業(yè)教育管理指導教師楊天平20080501機構辦學轉型現(xiàn)狀調(diào)查來看,現(xiàn)有的34所試點機構中除了9所升格為職業(yè)技術學院外,有將近50%的試點機構以舉辦全日制自考助學為主,這將推動自學考試的新一輪發(fā)展以及促進自學考試制度更加完善、健全。調(diào)查還發(fā)現(xiàn)各試點機構面對辦學轉型的困難和問題,已經(jīng)改變了以規(guī)模求生存的舊觀念,樹立了以質量求發(fā)展的新理念,厘清了辦學思路,明確了辦學定位。本文認為,浙江江南理工專修學院的個案具有一定的代表性。它的特色在于,立足于玉環(huán)社會經(jīng)濟發(fā)展的現(xiàn)狀,從學院大中專三校一地的實際出發(fā),積極探索“25253”初中、職高、大專銜接教育模式和“232”職高、大專、本科銜接教育模式,并通過“上掛、橫聯(lián)、外拓、內(nèi)練”等形式積極探索和完善現(xiàn)代職教“延伸教育“體系,努力推行中高等職業(yè)教育銜接,職成教同步發(fā)展。這種發(fā)展道路和辦學格局,既顯示出小縣城民辦高職的特殊性,也符合民辦高職發(fā)展的一般規(guī)律。關鍵詞考試制度,學歷文憑考試,高等教育,民辦高等教育II

簡介:安徽大學碩士學位論文高等職業(yè)教育學費問題研究姓名錢胡風申請學位級別碩士專業(yè)政治經(jīng)濟學指導教師唐祥來20070501內(nèi)容摘要高等職業(yè)技術教育是高等教育的重要組成部分,是職業(yè)教育的高層次教育,是大學教育和職業(yè)教育的“交集”。當今,西方國家如美國、德國和R本都通過注重職業(yè)教育投資、大力發(fā)展職業(yè)教育促進經(jīng)濟的騰飛。加大對職業(yè)教育的投資力度,按科學合理的教育成本去培養(yǎng)教育學生,是解決高等職業(yè)技術教育發(fā)展根本途徑。國內(nèi)外學者對高等教育學費問題做過不少深入細致的研究,取得不少成果。當前,隨著經(jīng)濟和社會的發(fā)展,國務院再次提出了要通過大力發(fā)展職業(yè)教育,要完善國民教育體系?!案呗殹苯逃陌l(fā)展必將面臨一個前所未有的歷史機遇,只有切實解決好制約高職教育發(fā)展的各個因素,才能夠在全社會中形成有利于職業(yè)教育發(fā)展的輿論氛圍、投資渠道和教育實踐研究,才能促進高等職業(yè)技術教育事業(yè)的持續(xù)健康發(fā)展。本文試圖在分析和借鑒已有的研究成果基礎上,分析我國高職教育學費存在的問題,并提出改革和思考。本文通過闡述學費、教育成本等相關概念,介紹了學費改革,引入高等教育實行成本補償制度,一方面,在一定程度上彌補了我國高等教育政府財政投入不足的狀況,增加了我國高等教育的投入,使我國高等教育的規(guī)模不斷擴大,更多的人獲得了接受高等教育的機會;另一方面也造成了我國高等教育成本個人分擔增速過快、負擔份額過高,政府財政負擔退出過快、負擔份額過小的不合理狀況,也使我國教育和社會的發(fā)展產(chǎn)生一系列的問蹶。本文通過對西方發(fā)達國家美國、德國、英國、法國、澳大利亞、月本的高職學費情況的介紹,對比我國高職學費的現(xiàn)狀,指出我國目前的高職學費存在的問題是成本分擔機制不健全,近而導致了不好的后果,即高昂的學費使大量的城鄉(xiāng)家庭尤其是農(nóng)村家庭負擔不起。教育的一個重要功能是減少社會的不平等,因為通過受教育可以使社會貧困階層的孩子獲得提升自己和改變命運的機會。隨著高等教育收費的提高,貧困階層在享受教育方面處于更加弱勢的地位。這樣,教育促進社會公平的功能越來越弱化了,高收費的政策勢必進一步拉大我國貧富懸殊的差距;高校收費的不斷提高,而學生畢業(yè)找工作越來越難,因此越來越多的家庭對子女上學的前途失去信心。基于上述問題的存在,本文提出解決問題的途徑第一是加大政府財政對高等職業(yè)教育的支持力度,提高財政分擔高等職業(yè)教育費用的比重;第二是擴大高

簡介:福建師范大學碩士學位論文新時期農(nóng)村高等教育發(fā)展研究姓名陳精珠申請學位級別碩士專業(yè)教育經(jīng)濟與管理指導教師黃光揚20070801福建師范大學碩士學位論文中文摘要隨著我國經(jīng)濟的發(fā)展、高等教育大眾化進程的推進和農(nóng)民自身對知識的渴求,發(fā)展農(nóng)村高等教育已勢在必行且刻不容緩。探討新時期農(nóng)村高等教育有效發(fā)展問題,是一個極具重要并富有挑戰(zhàn)性的課題。該課題在借鑒國外發(fā)展農(nóng)業(yè)技術教育的成功經(jīng)驗和我國教育專家、學者對發(fā)展農(nóng)村高等教育已有研究成果的基礎上,以福建省教育發(fā)展與改革的實踐經(jīng)驗為參照,采用文獻分析、比較研究、理論探討等研究方法,對新時期農(nóng)村高等教育發(fā)展有關問題進行探討。在研究中發(fā)現(xiàn),當前高等教育大眾化發(fā)展趨勢與政府投入不足、城鄉(xiāng)發(fā)展不平衡之間的矛盾,阻礙了農(nóng)村高等教育發(fā)展以及全面建設小康社會的進程。本研究基于福建省發(fā)展農(nóng)村高等教育的有益實踐,對發(fā)展我國農(nóng)村高等教育若干問題進行理論探討,并提出四點建議其一,大力發(fā)展農(nóng)村高等教育,政府重視為保障,全民積極參與是關鍵。其二,以成人高校為主,輔之普通高校,先易后難,大力發(fā)展農(nóng)村高等教育。其三,辦學形式靈活多樣,以滿足不同群體的需要。其四,大力發(fā)展農(nóng)村高等教育,走內(nèi)涵發(fā)展道路,實現(xiàn)高等教育的可持續(xù)發(fā)展。關鍵詞新時期;農(nóng)村高等教育發(fā)展;思考
