簡介:山東師范大學(xué)碩士學(xué)位論文高等教育評(píng)估系統(tǒng)的分析與設(shè)計(jì)姓名馬志慶申請(qǐng)學(xué)位級(jí)別碩士專業(yè)管理科學(xué)與工程指導(dǎo)教師趙慶禎2002419一一41TOW一一一標(biāo)體系的方法今后要對(duì)指標(biāo)體系進(jìn)行科學(xué)的調(diào)整。首先,評(píng)估的指標(biāo)體系要有正確的導(dǎo)向性其次,評(píng)估的指標(biāo)要與評(píng)估對(duì)象相適應(yīng),要依據(jù)被評(píng)對(duì)象的特性來制訂再次,評(píng)估的指標(biāo)體系要力求簡明,充分考慮其可操作性最后,評(píng)估的指標(biāo)體系要有適當(dāng)?shù)撵`活性與自適應(yīng)性。這些可通過信息技術(shù)、相應(yīng)的計(jì)算機(jī)軟件及專家集體智慧來實(shí)現(xiàn)。除此之外,還可以探索不設(shè)指標(biāo)體系的概括性問題評(píng)估模式。民間中介機(jī)構(gòu)評(píng)估的公正性和有效性,并不僅僅取決于其民間性,而是取決于大學(xué)評(píng)估所依據(jù)的標(biāo)準(zhǔn)、運(yùn)作的規(guī)則和程序等內(nèi)在機(jī)制和外部運(yùn)作機(jī)制等制度性因素。4中國高等教育評(píng)價(jià)研究方法的轉(zhuǎn)變?cè)诂F(xiàn)行教育評(píng)估中,我們思維的方式依然主要體現(xiàn)著精確思維模式。探索中的改革也只是對(duì)這種分解式、靜止式、確定式思維習(xí)慣的局部補(bǔ)償,諸如引入模糊數(shù)學(xué)方法,考慮動(dòng)態(tài)化需要,承認(rèn)突出個(gè)性的價(jià)值等等。這種評(píng)價(jià)強(qiáng)調(diào)對(duì)高等教育的標(biāo)準(zhǔn)化、統(tǒng)一化宏觀管理,而在激發(fā)被評(píng)價(jià)系統(tǒng)的積極性和內(nèi)驅(qū)力方面,則陷入了困境。因此,我們的高等教育評(píng)價(jià)需要范式的根本轉(zhuǎn)變。當(dāng)我們運(yùn)用系統(tǒng)綜合思維認(rèn)識(shí)復(fù)雜系統(tǒng)的演化規(guī)律時(shí),便會(huì)發(fā)現(xiàn),高等教育與高等教育評(píng)價(jià)還是一種自組織現(xiàn)象。如何運(yùn)用自組織理論指導(dǎo)我們的高等教育評(píng)價(jià),弄清其性質(zhì)、地位、目的、標(biāo)準(zhǔn)、隊(duì)伍、組織和信息管理,將是擺脫當(dāng)前高等教育評(píng)價(jià)困境的必由之路。所謂自組織理論是對(duì)耗散結(jié)構(gòu)理論與協(xié)同學(xué)理論的總稱。5需要對(duì)指標(biāo)的作用顯著性和總體效用進(jìn)行檢驗(yàn)。任何一個(gè)復(fù)雜系統(tǒng)的評(píng)估指標(biāo)體系都不會(huì)是盡善盡美,因此必須不斷進(jìn)行改進(jìn)。所以指標(biāo)的變動(dòng)是正常的。然而一個(gè)功能良好的指標(biāo)體系,在指標(biāo)變動(dòng)的同時(shí)系統(tǒng)總體需具有一定的內(nèi)在穩(wěn)定性,才是可靠和可信的。也才能在現(xiàn)實(shí)狀況發(fā)生重大變化時(shí)呈現(xiàn)出數(shù)據(jù)的劇烈波動(dòng)。6高等教育評(píng)估應(yīng)建立教育評(píng)估信息網(wǎng)絡(luò),廣泛采用信息科學(xué)方法。信息網(wǎng)絡(luò)分校內(nèi)和校外兩部分,校內(nèi)以教育、教學(xué)工作及其質(zhì)量的信息為核心,校外以學(xué)生來源、畢業(yè)生就業(yè)和社會(huì)用人部門的反饋信息為重點(diǎn)。建立教育評(píng)估信息網(wǎng)絡(luò)的基礎(chǔ)是設(shè)計(jì)、建立科學(xué)、客觀、簡易、可行的教育評(píng)估指標(biāo)體系及其軟件。有了教育評(píng)估信息網(wǎng)絡(luò),教育評(píng)估工作就可簡化,信息化的水平就能提高。7有計(jì)劃地組織再評(píng)估的研究中文摘要

簡介:子版和紙質(zhì)版;有權(quán)將學(xué)位論文用于非贏利目的的少量復(fù)制并允許論文進(jìn)入學(xué)校圖書館被查閱;有權(quán)將學(xué)位論文的內(nèi)容編入有關(guān)數(shù)據(jù)庫進(jìn)行檢索;有權(quán)將學(xué)位論文的標(biāo)題和摘要匯編出版。保密的學(xué)位論文在解密后適用本規(guī)定。研究生簽名J恤EL期墊/£∑摘要摘要依法治教是現(xiàn)代社會(huì)發(fā)展的必然。順應(yīng)趨勢(shì),改革開放以來,我國陸續(xù)頒布了一系列民辦高等教育法律法規(guī),為民辦高等教育的發(fā)展創(chuàng)造良好的外部環(huán)境。本文在深入解讀法律文本的基礎(chǔ)上,結(jié)合對(duì)南京市幾所代表性民辦高校領(lǐng)導(dǎo)、教師和學(xué)生的訪談?wù){(diào)研,了解當(dāng)前民辦高等教育法律保障實(shí)現(xiàn)的狀況。文章首先對(duì)改革開放以來我國民辦高等教育法制建設(shè)的成就進(jìn)行梳理,經(jīng)歷初步摸索、穩(wěn)步發(fā)展、R趨完善三個(gè)時(shí)期,我國已逐漸形成層次清晰的民辦高等教育法律體系,確定了民辦高等教育法律地位,并出臺(tái)具體的扶持措施,為民辦高等教育法律保障提供了充分的依據(jù)。其次,文章在實(shí)證訪談的基礎(chǔ)上歸納了當(dāng)前不甚樂觀的民辦高等教育法律保障現(xiàn)狀,包括民辦高校平等地位流于形式、產(chǎn)權(quán)與合理回報(bào)仍未落實(shí)、師生平等待遇未同步實(shí)現(xiàn)三大方面,并對(duì)辦學(xué)自主權(quán)、稅收信貸、經(jīng)費(fèi)資助、合理回報(bào)、剩余財(cái)產(chǎn)、教師社會(huì)保障、科研項(xiàng)目等細(xì)節(jié)深入論述。第三,分析民辦高等教育法律保障問題產(chǎn)生的原因,指出當(dāng)前民辦高等教育法律的內(nèi)容體系、執(zhí)法制度及執(zhí)法監(jiān)督都不同程度地影響法律實(shí)施效果,需要建構(gòu)完善的民辦高等教育法律體系、建立有效的執(zhí)法制度、搭建良好的執(zhí)法平臺(tái)。改善我國民辦高等教育法律保障,任重道遠(yuǎn)。關(guān)鍵詞民辦高等教育,法制建設(shè),法律保障,產(chǎn)權(quán)
