簡介:I中文摘要改革開放以來,隨著社會主義市場經(jīng)濟(jì)體制的建立和不斷完善,安徽省的教育體制也發(fā)生了深刻的變革。經(jīng)過近二十年的發(fā)展,初步形成了以國家辦學(xué)為主社會各界廣泛參與的形式多樣的辦學(xué)體制。教育體制的改革,調(diào)動了社會各方面辦學(xué)的積極性,增加了社會各方面對教育的投入,擴(kuò)大了教育的規(guī)模,培養(yǎng)了大批國家急需的各類人才,為我省教育事業(yè)注入了新的生機(jī)和活力。安徽省國民經(jīng)濟(jì)和社會發(fā)展第十一個五年規(guī)劃綱要提出了高等教育的“雙百工程”即高校規(guī)模達(dá)到一百所,在校生數(shù)量達(dá)到一百萬人,這為安徽省民辦高等教育的發(fā)展提供了廣闊的發(fā)展前景,但由于民辦高等教育興起的時間較短,不可避免地產(chǎn)生一系列的問題。針對這些問題開展研究,對于貫徹落實安徽省高等教育“雙百工程”的目標(biāo),促進(jìn)民辦高等教育的健康發(fā)展具有重要的理論意義和現(xiàn)實意義。本課題運(yùn)用文獻(xiàn)法、系統(tǒng)法、定性分析和統(tǒng)計分析等研究方法,闡述了安徽高教“雙百工程”的提出背景和基本內(nèi)涵;論證了民辦高等教育在安徽高教“雙百工程”實現(xiàn)過程中的角色和作用;根據(jù)有關(guān)數(shù)據(jù)資料,對民辦高等教育的現(xiàn)狀進(jìn)行了概括;分析了民辦高等教育存在的問題及產(chǎn)生的原因;借鑒美、日等國家民辦高等教育的成功經(jīng)驗;提出了促進(jìn)民辦高等教育發(fā)展的一系列對策。重點是在對民辦高等教育的內(nèi)涵、發(fā)展背景和現(xiàn)狀進(jìn)行了分析的基礎(chǔ)上,針對影響民辦高等教育發(fā)展的制約因素和自身的特點,就建立并完善民辦高等教育管理體制,完善學(xué)校內(nèi)部經(jīng)營、管理機(jī)制作了深入探討。這對規(guī)范和發(fā)展民辦高等教育具有一定的指導(dǎo)意義。關(guān)鍵詞關(guān)鍵詞“雙百工程”安徽民辦高等教育管理機(jī)制

簡介:建設(shè)學(xué)習(xí)型社會是當(dāng)今世界各國的共同趨勢,它不僅僅是一種教育思潮,更是一項具體的實踐活動。作為我國高等教育重要組成部分的高等教育自學(xué)考試的在建設(shè)學(xué)習(xí)型社會進(jìn)程中能發(fā)揮重要的功能和作用,分析兩者關(guān)系,探討高等教育自學(xué)考試如何發(fā)展創(chuàng)新才能更好地為學(xué)習(xí)型社會建設(shè)服務(wù)應(yīng)當(dāng)是一件有意義、值得研究的事情。本文主要是一種理論探討,在出發(fā)點上卻是以實踐作為基本取向的。文章的引言部分作為第一節(jié),綜合闡釋問題的研究現(xiàn)狀和研究意義。在第二節(jié)里,重點介紹了學(xué)習(xí)型社會的內(nèi)涵、特征及其時代意義。學(xué)習(xí)型社會建設(shè)具有全民性,終身性,民主性等特征。第三節(jié)闡釋了高等教育自學(xué)考試的內(nèi)涵及其特征,高等教育自學(xué)考試教育對象和教育過程的開放性,辦學(xué)形式和管理機(jī)制靈活性等都是與學(xué)習(xí)型社會建設(shè)相適應(yīng)的。第四、五節(jié)主要闡釋高等教育自學(xué)考試與學(xué)習(xí)型社會建設(shè)的關(guān)系,及高等教育自學(xué)考試在學(xué)習(xí)型社會建設(shè)中的地位和作用。高等教育自學(xué)考試是建設(shè)學(xué)習(xí)型社會的重要形式,學(xué)習(xí)型社會建設(shè)促進(jìn)高等教育自學(xué)考試的開拓與發(fā)展。高等教育自學(xué)考試作為一種學(xué)習(xí)方式,有利于培養(yǎng)學(xué)習(xí)型社會中人們的自主學(xué)習(xí)能力;作為一種考試制度,能有效的促進(jìn)學(xué)習(xí)型社會文化建設(shè);作為一種教育制度,是建設(shè)學(xué)習(xí)型社會的有力保障。第六節(jié)指出高等教育自學(xué)考試只有不斷的進(jìn)行理念創(chuàng)新、結(jié)構(gòu)創(chuàng)新、管理創(chuàng)新,才能滿足學(xué)習(xí)型社會建設(shè)的需求。
