簡介:城市群被確定為“兩型社會”改革試驗區(qū)后,該地區(qū)按照“兩型社會”建設要求,從形成有利于資源節(jié)約和環(huán)境保護的機制角度出發(fā),全面推進各個領域的配套改革工作。抓住“兩型社會”建設機遇,實現(xiàn)長株潭地區(qū)高等教育資源整合與共享對高校貫徹落實科學發(fā)展觀,解決高等教育需求旺盛和高等教育資源有限之間的矛盾,優(yōu)化教育資源配置,提高高等教育辦學效率和高等教育發(fā)展的整體水平都有十分積極的意義。近年來,長株潭地區(qū)高等教育得到較好的發(fā)展,高等教育規(guī)模大、資源集中,初步具備了教育資源整合與共享的基礎。本文通過分析長株潭地區(qū)高等教育資源分布現(xiàn)狀,找出該地高等教育資源存在的優(yōu)勢和劣勢,認為長株潭地區(qū)高等教育資源整合與共享勢在必行。從教育資源整合與共享的制度、內容和途徑幾個視角分析現(xiàn)今長株潭地區(qū)高等教育資源整合與共享現(xiàn)狀,發(fā)現(xiàn)該地區(qū)高等教育資源整合與共享存在范圍窄、缺乏權威長效的制度保障等問題,進一步歸納出造成該地區(qū)資源整合與共享困難的主要原因是空間技術障礙、整合共享意識欠缺、利益不對等和學校文化上的差異。為全面促進長株潭地區(qū)高等教育資源可持續(xù)發(fā)展,長株潭地區(qū)高等教育必須在合理布局的基礎上發(fā)揮各自特色,形成協(xié)調一致的、優(yōu)勢互補的發(fā)展格局。建立權威性的區(qū)域高等教育資源協(xié)調機構,即長株潭地區(qū)高等教育資源協(xié)調工作委員會,指導長株潭地區(qū)高等教育資源合作共建工作,在充分挖掘普通本科高校教育資源潛力的同時,將民辦高等教育和職業(yè)高等教育納入長株潭高等教育資源整合與共享體系,構建一個多層次、寬范圍的長株潭高等教育資源整合與共享平臺。
