簡介:社會主義市場經(jīng)濟體制建立以來,中國高等教育財政進行了重大變革,主要體現(xiàn)在政府財政撥款模式的變化、調(diào)整,收費上學(xué)制度的建立,民間資本對高校的投入,各種形式的捐、集資渠道初步形成,這些舉措為高等教育的發(fā)展提供了重要的財力支持與政策保障。然而,隨著高校規(guī)模的迅速擴張和高等教育事業(yè)的發(fā)展,受制于財政資金短缺與居民收入水平有限,高等教育經(jīng)費供給不足和財政撥款壓力過大成為突出問題,如何改革我國現(xiàn)行的高等教育財政體制,拓寬高等教育經(jīng)費來源,完善高等教育財政政策,已成為當(dāng)前我國教育財政體制改革的一項重要內(nèi)容,同時更是解決我國高等教育財政困境的根本出路。本文從宏觀角度出發(fā),分析評價中國市場經(jīng)濟體制下的高等教育財政政策,探討經(jīng)費籌措中存在的主要問題,從中發(fā)現(xiàn)我國現(xiàn)行高等教育財政政策有如下不足一是政府財政經(jīng)費投入不足,撥款模式忽視績效因素;二是學(xué)費盲目走高,且缺乏合理的成本標(biāo)準(zhǔn);三是社會籌資多元化體系尚未健全,出現(xiàn)社會捐贈數(shù)量少等問題。可以說這一系列問題的存在都是與國家高等教育的財政政策息息相關(guān)的,因此,論文最后提出可以從以下幾方面來完善我國的高等教育財政政策,即應(yīng)進一步確立教育優(yōu)先發(fā)展的指導(dǎo)思想,明確財政撥款的主渠道作用,修訂學(xué)費標(biāo)準(zhǔn)方案,完善國家助學(xué)政策,大力促進高等教育投資主體多元化,從而確保高等教育的平穩(wěn)健康發(fā)展。

簡介:湖南師范大學(xué)碩士學(xué)位論文基于層次分析法的湖南高等職業(yè)教育投資效益研究姓名余水蘭申請學(xué)位級別碩士專業(yè)職業(yè)技術(shù)教育學(xué)指導(dǎo)教師肖化移20080501二級指標(biāo);就外部效益而言,選擇高等職業(yè)教育對經(jīng)濟增長的貢獻效率作為指標(biāo);最后闡述了高等職業(yè)教育投資效益的評價方法內(nèi)部效益的評價主要運用AHP的一個分支一一模糊層次分析法FUZZYAHP計算指標(biāo)的權(quán)重,然后計算出高等職業(yè)教育投資內(nèi)部效益。外部效益依據(jù)舒爾茨的計量方法和計算步驟,確定了外部效益的計算步驟和計算公式。第四章主要是對湖南高等職業(yè)教育投資內(nèi)部效益進行分析。運用模糊層次分析法計算出湖南兩所高職院校的投資內(nèi)部效益分別是較差、較好。較差的高職院校如何向較好的高職院校邁進除了學(xué)校本身需要采取相應(yīng)的對策之外還需要湖南省政府的宏觀調(diào)控,所以接下來對整個湖南高等職業(yè)教育“十五”期問的發(fā)展情況進行了概述,意在提出對策。。第五章是對策探討部分。在前四章分析和計量的基礎(chǔ)上針對湖南省一些高職院校投資效益不高和資源利用率低下的問題。文章從宏觀到微觀對解決問題的對策進行了探討。第六部分是結(jié)語。概括全文的主要觀點。關(guān)鍵詞層次分析法6岫湖南高等職業(yè)教育投資效益對策Ⅱ

簡介:華中科技大學(xué)博士學(xué)位論文我國高等教育大眾化政策研究基于混合掃描模型的視角姓名盧曉梅申請學(xué)位級別博士專業(yè)高等教育學(xué)指導(dǎo)教師張應(yīng)強20080529II華中科技大學(xué)博士學(xué)位論文備并貫徹執(zhí)行的漸進性措施?;旌蠏呙杷鶕碛械牟煌瑢蛹壍撵`活性增進了決策的有效性、策略性,使水平與能力各異的決策者能應(yīng)對瞬息萬變的社會環(huán)境與形勢。政策合理性首先應(yīng)以公平和發(fā)展作為尺度評價結(jié)果的合理性,公平是建立在發(fā)展上的公平,發(fā)展則應(yīng)是公平基礎(chǔ)上的發(fā)展。我國高等教育大眾化政策沒有很好地體現(xiàn)公平理念和發(fā)展理念,未兼顧規(guī)模、質(zhì)量、結(jié)構(gòu)、效益等全面、協(xié)調(diào)、可持續(xù)的發(fā)展,這給我國高等教育發(fā)展造成了負(fù)面影響。以混合掃描探析決策模式,我國高等教育大眾化政策在理性決策和漸進決策方面都存在不足,尤其是不能綜合運用理性決策和漸進決策來優(yōu)化我國高等教育大眾化政策框架。從理性角度看,我國高等教育大眾化政策初衷是始于理性,但中國政治政策過程很難說是理性的結(jié)果,即便政府政策是依據(jù)其理性判斷而采取的或調(diào)整的,但其后果未必是這種理性的直接結(jié)果。那種由問題確認(rèn)、目標(biāo)設(shè)定、方案評估和最后決策的歷時性步驟在實際生活中,特別是在變革時期難以得到按部就班的使用。從漸進的角度看,我國高等教育大眾化政策在諸多方面體現(xiàn)非漸進特征,在高等教育領(lǐng)域進行了很激進的改革,特別表現(xiàn)在高等教育體制改革和規(guī)模發(fā)展上。而且,漸進決策所提倡的多元、民主參與未能在決策體制和機制上得到很好體現(xiàn)。尋求并優(yōu)化我國高等教育大眾化政策模型,必須在分析兩種模型對我國國情實用性基礎(chǔ)上,以有限理性分析框架為基礎(chǔ),吸納漸進模型的合理之處,從而實現(xiàn)政策理想性、科學(xué)性和民主性的統(tǒng)一,理性與超理性、非理性的統(tǒng)一,這樣的混合掃描模型才能最具活力。我國高等教育大眾化政策與之相符的政策措施有實現(xiàn)以公平為導(dǎo)向的價值重構(gòu);確立科學(xué)發(fā)展的戰(zhàn)略選擇,高等教育采取漸進、內(nèi)涵發(fā)展方式;實施理性和漸進結(jié)合的策略,增進科學(xué)性和民主性,落實在加強理性和制度建設(shè),重視有限理性;加強政策研究,搞好社會調(diào)研和專家咨詢;建立多元決策機制,重視政治互動和民眾參與;高等教育政策體現(xiàn)多元價值取向,并著力實施創(chuàng)新。關(guān)鍵詞關(guān)鍵詞高等教育大眾化政策模型理性決策漸進決策混合掃描
