    • 簡(jiǎn)介:揚(yáng)州大學(xué)碩士學(xué)位論文我國(guó)高等教育中介組織的發(fā)展對(duì)策研究姓名朱向陽(yáng)申請(qǐng)學(xué)位級(jí)別碩士專業(yè)教育學(xué)原理指導(dǎo)教師李慶鈞20080501朱向陽(yáng)我國(guó)高等教育中介組織的發(fā)展對(duì)策研究中文摘要1994年,中國(guó)政府明確提出要建立健全中介組織。到現(xiàn)在,我國(guó)的高等教育中介組織已經(jīng)走過(guò)了10多個(gè)年頭,獲得了很大的發(fā)展,但我國(guó)目前對(duì)高等教育中介組織的理論研究還比較零散,主要集中在對(duì)其概念、必要性、類型等研究上,對(duì)高等教育中介組織發(fā)展對(duì)策的系統(tǒng)研究甚少。本文擬在吸納其他學(xué)者已有研究成果的基礎(chǔ)上,對(duì)高等教育中介組織進(jìn)行系統(tǒng)的研究,探討高等教育中介組織的發(fā)展對(duì)策,以期對(duì)其今后的可持續(xù)發(fā)展有所貢獻(xiàn)。全文共分為六個(gè)部分第一部分為緒論。概括介紹了建立高等教育中介組織的意義以及其理論研究現(xiàn)狀,列舉了高等教育中介組織研究的理論基礎(chǔ),并在綜合諸多研究者觀點(diǎn)的基礎(chǔ)上,對(duì)高等教育中介組織的概念進(jìn)行了討論。第二部分為發(fā)展歷史和職能。概括介紹了我國(guó)高等教育中介組織的發(fā)展歷史,重點(diǎn)探討了我國(guó)高等教育中介組織的職能,主要?jiǎng)澐譃樽稍兎?wù)職能、評(píng)估鑒定職能、監(jiān)督導(dǎo)向職能、權(quán)益保障職能。并在對(duì)職能進(jìn)行分類的基礎(chǔ)上,介紹了幾種比較典型的高等教育中介組織,如國(guó)家教育發(fā)展研究中心,江蘇省教育評(píng)估院,香港大學(xué)教育資助委員會(huì),中國(guó)青年教師協(xié)會(huì)等。第三部分為問(wèn)題概述??陀^介紹我國(guó)高等教育中介組織現(xiàn)階段存在的問(wèn)題,主要是獨(dú)立性不強(qiáng)、權(quán)威性弱、社會(huì)動(dòng)員能力差以及教育中介組織發(fā)展的不平衡,并對(duì)其原因進(jìn)行了分析。第四部分為發(fā)展原則和趨勢(shì)。提出了我國(guó)高等教育中介組織發(fā)展的原則主要是法治原則、自治原則、地域原則。同時(shí),對(duì)我國(guó)高等教育中介組織的發(fā)展趨勢(shì)進(jìn)行了探討,主要包括多元化趨勢(shì)、市場(chǎng)化趨勢(shì)、自律化趨勢(shì)、規(guī)范化趨勢(shì)、透明化趨勢(shì)、國(guó)際化趨勢(shì)等。第五部分為發(fā)展對(duì)策探討。主要以治理理論為指導(dǎo),針對(duì)我國(guó)高等教育中介組織存在的問(wèn)題,提出了相應(yīng)的具有一定可操作性的發(fā)展對(duì)策。首先,從政府方面來(lái)講,政府應(yīng)積極轉(zhuǎn)變政府職能,重新定位政府角色;建立健全法律法規(guī)體系,制定扶持教育中介組織發(fā)展的政策;提供機(jī)制保障,加速教育中介組織發(fā)展;加強(qiáng)監(jiān)督管理,規(guī)范教育中介組織發(fā)展。其次,從高等教育中介組織自身出發(fā),高等教育中
