簡(jiǎn)介:華中科技大學(xué)博士學(xué)位論文西南民族地區(qū)高等醫(yī)學(xué)教育發(fā)展研究姓名李培春申請(qǐng)學(xué)位級(jí)別博士專業(yè)高等教育學(xué)指導(dǎo)教師劉獻(xiàn)君20040731II的基礎(chǔ)和規(guī)模本論文對(duì)西南民族地區(qū)高等醫(yī)學(xué)教育發(fā)展的特殊性和影響因素進(jìn)行了分析得出西南民族地區(qū)地處邊遠(yuǎn)遠(yuǎn)離國(guó)家經(jīng)濟(jì)文化中心經(jīng)濟(jì)落后教育基礎(chǔ)差要加快發(fā)展縮小差距必須得到國(guó)家從政策和財(cái)政上的支持同時(shí)西南民族地區(qū)高等醫(yī)學(xué)教育面臨著醫(yī)學(xué)模式轉(zhuǎn)變生物醫(yī)學(xué)科學(xué)和信息技術(shù)發(fā)展等許多挑戰(zhàn)必須加快發(fā)展本論文在歷史和現(xiàn)實(shí)的基礎(chǔ)上找出西南民族地區(qū)高等醫(yī)學(xué)教育發(fā)展的有利因素結(jié)合教育發(fā)展理論和科學(xué)發(fā)展觀進(jìn)行理論探索構(gòu)建了適度超前縮短差距低重心發(fā)展統(tǒng)籌城鄉(xiāng)需要多樣化發(fā)展精英教育與大眾化教育并存滿足基本需求的基礎(chǔ)上協(xié)調(diào)發(fā)展等西南民族地區(qū)高等醫(yī)學(xué)教育的發(fā)展理論并提出了增加高等醫(yī)學(xué)教育數(shù)量?jī)?nèi)涵式發(fā)展與外延式發(fā)展并舉普及與提高相結(jié)合的發(fā)展戰(zhàn)略選擇根據(jù)西南民族地區(qū)人民群眾對(duì)衛(wèi)生服務(wù)的需求和已有的發(fā)展基礎(chǔ)發(fā)展的理論提出了西南民族地區(qū)高等醫(yī)學(xué)教育2010年和2020年兩階段的發(fā)展目標(biāo)和任務(wù)根據(jù)需求預(yù)測(cè)出2010年前高等醫(yī)學(xué)教育應(yīng)以年招生增加10的速度擴(kuò)大招生規(guī)模重點(diǎn)發(fā)展??平逃痛T士研究生教育中等醫(yī)學(xué)教育降低到占總量25以下使每千人口受高等醫(yī)學(xué)教育的衛(wèi)生人力擁有量達(dá)到目前我國(guó)中等水平以上2010年以后應(yīng)以年招生增加6的速度發(fā)展高等醫(yī)學(xué)教育停止中等教育招生使本??平逃呗氄伎偭?0左右研究生教育提高到占總量30左右使每千人口具有受高等醫(yī)學(xué)教育的衛(wèi)生人力擁有量達(dá)到當(dāng)時(shí)我國(guó)中等以上水平建立起比較完善的層次和布局比較合理規(guī)范和開放的包括學(xué)校教育畢業(yè)后教育繼續(xù)教育連續(xù)一體的高等醫(yī)學(xué)教育體系為了實(shí)現(xiàn)發(fā)展目標(biāo)各級(jí)政府各類高等醫(yī)學(xué)院校和各級(jí)醫(yī)療衛(wèi)生機(jī)構(gòu)都要承擔(dān)起自己的責(zé)任和義務(wù)同時(shí)把擴(kuò)大規(guī)模多形式發(fā)展優(yōu)化結(jié)構(gòu)形成發(fā)展優(yōu)勢(shì)增加財(cái)政投入加強(qiáng)人才培養(yǎng)的基本建設(shè)民族醫(yī)學(xué)和中醫(yī)學(xué)西醫(yī)學(xué)協(xié)同發(fā)展形成發(fā)展特色規(guī)范質(zhì)量要求提高教育質(zhì)量按衛(wèi)生服務(wù)要求確定人力配置和準(zhǔn)入標(biāo)準(zhǔn)促進(jìn)就業(yè)以多元一體發(fā)展模式構(gòu)建西南民族地區(qū)高等醫(yī)學(xué)教育體系作為實(shí)現(xiàn)西南民族地區(qū)高等醫(yī)學(xué)教育發(fā)展目標(biāo)的主要發(fā)展途徑和對(duì)策關(guān)鍵詞西南民族地區(qū)高等醫(yī)學(xué)教育發(fā)展

簡(jiǎn)介:中南民族大學(xué)碩士學(xué)位論文高校擴(kuò)招對(duì)高等教育的影響與對(duì)策研究姓名蔣勝偉申請(qǐng)學(xué)位級(jí)別碩士專業(yè)中國(guó)少數(shù)民族經(jīng)濟(jì)指導(dǎo)教師20030101碩士學(xué)位論文1第一章擴(kuò)招的背景第一節(jié)國(guó)際背景11知識(shí)經(jīng)濟(jì)時(shí)代作為影響當(dāng)今世界發(fā)展的大趨勢(shì)之一知識(shí)經(jīng)濟(jì)正在蓬勃興起以信息技術(shù)宇航生命科學(xué)環(huán)保海洋工程等為代表的高新技術(shù)取得了前所未有的成就并將以比以前快數(shù)倍數(shù)十倍的速度向前發(fā)展一個(gè)國(guó)家的綜合國(guó)力取決于科學(xué)技術(shù)的進(jìn)步和廣泛應(yīng)用所有科技進(jìn)步及其應(yīng)用的原動(dòng)力是掌握知識(shí)的人才加快各主要產(chǎn)業(yè)領(lǐng)域的科技進(jìn)步加強(qiáng)基礎(chǔ)研究和高技術(shù)研究提高勞動(dòng)者素質(zhì)是深入實(shí)施科教興國(guó)戰(zhàn)略的基準(zhǔn)點(diǎn)經(jīng)濟(jì)系統(tǒng)的知識(shí)水平和人力素質(zhì)已成為生產(chǎn)函數(shù)的內(nèi)在部分亦即成為生產(chǎn)率提高和經(jīng)濟(jì)增長(zhǎng)的內(nèi)在動(dòng)力之一經(jīng)濟(jì)越是高級(jí)化科技水平和勞動(dòng)者素質(zhì)的作用價(jià)值就越大只有給勞動(dòng)者以新的知識(shí)相技能創(chuàng)造相完善機(jī)會(huì)均等的環(huán)境才能為勞動(dòng)者打開通向知識(shí)經(jīng)濟(jì)的大門為了盡快提高國(guó)民素質(zhì)唯一的辦法是扎扎實(shí)實(shí)加快發(fā)展高等教育提高教育水平12高教大眾化1973年美國(guó)學(xué)者馬丁特羅MATINTROW提出了高等教育大眾化理論他根據(jù)一個(gè)國(guó)家的高等學(xué)校能夠容納適齡人口的比例把高等教育發(fā)展劃為三個(gè)階段適齡人口高等教育入學(xué)率大約在15以內(nèi)的為英才即精英教育階段大約在15P為大眾化教育階段在50以上為普及教育階段1由英才高等教育向大眾高等教育的轉(zhuǎn)變是一個(gè)歷史過程發(fā)達(dá)國(guó)家一般都經(jīng)歷了相當(dāng)長(zhǎng)的積累時(shí)期二戰(zhàn)前歐美各發(fā)達(dá)國(guó)家高等教育的發(fā)展已經(jīng)達(dá)到較高的程度但高等學(xué)校的大門并非向全體民眾而敞開其高等教育仍然處于尖子教育階段或稱精英教育階段二戰(zhàn)后世界進(jìn)入了科技革命新時(shí)代高等教育也隨即獲得了前所未有的大發(fā)展這主要是因?yàn)閼?zhàn)后各國(guó)經(jīng)濟(jì)的恢復(fù)和發(fā)展迫切需要大量接受過高等教育的技術(shù)人員和管理人才而中等教育的普及化又為高等教育的擴(kuò)張解決了生源問題同時(shí)隨著大眾民主意識(shí)的提高其要求受教育機(jī)會(huì)均等的呼聲也日益強(qiáng)烈這些因素的結(jié)合決定了世界高等教育向大眾化邁出了堅(jiān)實(shí)的一步美國(guó)早在1940年就進(jìn)入高等教育大眾化階段日本從60年代到70年代中期經(jīng)歷了一個(gè)初期大眾化階段新生入學(xué)率從10上升到35以上至80年代后期處于數(shù)量穩(wěn)步發(fā)展階段之后又高速發(fā)展1995年新生入學(xué)率達(dá)到46這樣日本已接近大眾化的后期德國(guó)高等教育大眾化階段也是從60年代到90年代初期1960年為1070年代初期為201994年達(dá)到34英國(guó)在二戰(zhàn)后增長(zhǎng)速度加快1950年入學(xué)率達(dá)560年達(dá)880年達(dá)到201隨后的1985
