3、為推動支柱二 —海關(guān)與商界之間的伙伴關(guān)系WCO 引入了AEO制度,“經(jīng)認證的經(jīng)營者”（Authorized Economic Operator，簡稱-AEO）和AEO國際海關(guān)互認是《標準框架》中旨在通過構(gòu)建海關(guān)與企業(yè)合作關(guān)系，對符合條件的企業(yè)提供本國和互認國海關(guān)的通關(guān)便利措施，分擔守法和安全責任，保障供應鏈安全和貿(mào)易便利的制度安排。,2005年6月，中國海關(guān)簽署實施WCO《標準框架》意向書,In June 2005,
