3、arecountriessuchastheUnitedStateswhereprivateresourcesconstituteasmuchashalfmeofthetotalresourcesdevotedtohighereducation.PublicSourcesofSupptInmostcountriespublicsourcesofsupptrepresentbyfarthelargestresourcefhighereduc

4、ationinstitutions.Thewayinwhichthesepublicfundsaredistributedthesignalsthatthesefundsprovidetoinstitutionalofficialsarecriticalindefiningthefinancingstructureofthecountry.Thereareanumberofissuesthathelptoacterizepublicsu

5、pptofhighereducationincluding:–howresearchactivitiesrecurrentoperatingexpenses(runningcosts)capitalexpensesarefinanced–fundinggovernanceissuesincludingwhoisresponsiblefdistributingfunds–accountabilitymodels–taxbasedsuppt

6、.HowarecapitalimprovementsfinancedCapitalimprovementsinhighereducationtheconstructionrenovationoffacilitiestheacquisitionoflargeequipmenttendtobefinancedinoneofseveralways.Anumberofcountriespayfcapitalexpensesthroughthes

7、amepublicfundingmechanismsthatpayfinstructionoperationspossiblyresearch.Butininstitutionsinpartbecauseitisdifficultfgovernmentstopickwinnersftuitionfeestobedifferentiatedthusprovidingameasureofquality.Asecondissueinvolvi

8、ngtherelationshipbetweenfeesfundingiswhathappenstogovernmentsupptinresponsetochangesintuitionfees.ThequestioniswhenfeesareincreasedwhathappenstothegovernmentsupptthoseinstitutionsreceiveIfthereisnoreductioninpublicsuppti
