簡介:中山大學(xué)碩士學(xué)位論文城市交通規(guī)劃累積影響評價框架研究以珠海市為例姓名林海健申請學(xué)位級別碩士專業(yè)環(huán)境科學(xué)指導(dǎo)教師吳仁海20080608摘要容納交通規(guī)模以現(xiàn)狀年均增長率11%發(fā)展而不產(chǎn)生顯著環(huán)境累積影響。但若保持此趨勢到規(guī)劃遠(yuǎn)期2020年而不采取相應(yīng)減緩措施,則將導(dǎo)致交通規(guī)模遠(yuǎn)遠(yuǎn)超出環(huán)境資源系統(tǒng)的累積影響閾值,造成嚴(yán)重的環(huán)境后果;3根據(jù)微觀GIS分析,規(guī)劃遠(yuǎn)期2020年珠海市累積生態(tài)影響的總面積為3705砌2,占全市陸域面積的22%。路網(wǎng)布局沒有覆蓋環(huán)境敏感區(qū)域,其累積生態(tài)影響在可接受范圍內(nèi)。實(shí)例研究結(jié)果表明,論文設(shè)計(jì)的評價框架基本合理,可操作性強(qiáng),適用于城市交通規(guī)劃層面的累積影響評價。累積影響評價能夠輔助決策管理人員在較大時空范圍內(nèi)全面分析可能的環(huán)境影響,而規(guī)劃層面相比項(xiàng)目層面更適合其實(shí)施。最后,論文對所設(shè)計(jì)累積影響評價框架仍存在的不足和缺陷進(jìn)行總結(jié)探討,對我國累積影響評價體系的深入研究發(fā)展提出思路和建議。關(guān)鍵詞累積影響,累積影響評價,城市交通規(guī)劃,評價框架,珠海市Ⅱ

簡介:近年來,中國把加快新型城鎮(zhèn)化發(fā)展作為一大戰(zhàn)略部署,提出全面推進(jìn)生態(tài)文明建設(shè),構(gòu)建“美麗中國”。走中國特色新型城鎮(zhèn)化道路、全面提高城鎮(zhèn)化質(zhì)量,已經(jīng)成為中國未來發(fā)展趨勢和戰(zhàn)略目標(biāo)。然而,伴隨城鎮(zhèn)化快速發(fā)展,城市的無序擴(kuò)張?jiān)斐闪顺鞘凶匀簧鷳B(tài)系統(tǒng)的功能失調(diào),帶來了一系列的城市生態(tài)問題,嚴(yán)重影響了城市的健康可持續(xù)發(fā)展。如何以新型城鎮(zhèn)化為發(fā)展契機(jī),提高城市生態(tài)環(huán)境和人居環(huán)境質(zhì)量是我們面臨和必須解決的重大課題。生態(tài)文明建設(shè)包含內(nèi)容和領(lǐng)域很廣,具體落實(shí)到規(guī)劃領(lǐng)域,水資源規(guī)劃便是其中一項(xiàng)重要內(nèi)容。水資源是人類賴以生存、不可替代的基礎(chǔ)性自然資源,是衡量一個國家或地區(qū)綜合承載和支撐能力的定性指標(biāo)。水資源也是自然生態(tài)系統(tǒng)、人類社會系統(tǒng)中最活躍、影響最廣泛的控制性要素之一。作為城市生態(tài)系統(tǒng)重要的組成部分,城市水資源系統(tǒng)具有不可替代的生態(tài)、生活、生產(chǎn)功能。制定和實(shí)施合理的水資源規(guī)劃可以有效改善和提升新型城鎮(zhèn)化發(fā)展下的城市人居環(huán)境、區(qū)域生態(tài)環(huán)境質(zhì)量。但是,目前諸多城市的水資源規(guī)劃不僅在理論研究和方法應(yīng)用方面缺乏特色,而且缺乏各區(qū)域、各部門有效統(tǒng)籌,尤為重要的是不能充分體現(xiàn)生態(tài)理念和可持續(xù)發(fā)展意圖。同時,城市水資源規(guī)劃大多作為城市總體規(guī)劃的子項(xiàng),雖然也會影響總體規(guī)劃,但多數(shù)情況下只是針對城市總體規(guī)劃被動的提出局部解決辦法,難以科學(xué)指導(dǎo)水資源優(yōu)化利用和有效保護(hù),達(dá)到真正解決城市水資源瓶頸、改善區(qū)域生態(tài)環(huán)境、切實(shí)維護(hù)區(qū)域健康可持續(xù)發(fā)展的目的,其局限性顯而易見。面對生態(tài)文明建設(shè)新要求和新型城鎮(zhèn)化帶來的生態(tài)環(huán)境方面的巨大壓力,延用現(xiàn)有的規(guī)劃體制和方式進(jìn)行水資源規(guī)劃顯然不能滿足城市生態(tài)健康協(xié)調(diào)發(fā)展的新需要,必須在理論和實(shí)踐上進(jìn)行突破,構(gòu)建出一條新路徑。本文在借鑒國內(nèi)外城市規(guī)劃、城市生態(tài)及環(huán)境保護(hù)規(guī)劃等方面成果的基礎(chǔ)上,將生態(tài)理念和生態(tài)學(xué)理論融合于水資源規(guī)劃理論中,建立宏觀生態(tài)規(guī)劃與水資源規(guī)劃之間的橋梁,探討以生態(tài)理念指導(dǎo)水資源規(guī)劃。即將生態(tài)理念向下延伸,更多地關(guān)注城市生態(tài)和水資源規(guī)劃問題;而城市水資源規(guī)劃向上拓展,與生態(tài)保護(hù)結(jié)合,更多地融入全域整體,在構(gòu)建生態(tài)安全格局的前提下,指導(dǎo)城市水資源規(guī)劃,確保城市生態(tài)環(huán)境優(yōu)良。以此充分發(fā)揮生態(tài)規(guī)劃的主動功能,從生態(tài)優(yōu)先角度保護(hù)城市生態(tài)資源本底,在宏觀生態(tài)安全格局控制下進(jìn)行水資源規(guī)劃,改變水資源規(guī)劃被動應(yīng)對城市總體規(guī)劃的局面。中國是一個多山國家,很多城市建立在山腳盆地或者依山而建。山地城市氣候類型、地形特征、生態(tài)環(huán)境、水資源稟賦及利用情況均較為特殊。一般,水資源分布時空不均,高山、深丘人少水多幅員面積大,丘陵、平壩人多水少幅員面積小;旱汛時期降雨量差別極大;水資源利用難度大、取水成本高,局部地區(qū)工程型缺水問題突出。同時,山地城市往往是區(qū)域生態(tài)涵養(yǎng)和保育的重點(diǎn)區(qū)域,生態(tài)環(huán)境保護(hù)任務(wù)十分艱巨,加之山地區(qū)域因峰高谷深、地勢陡峭,多存在地質(zhì)災(zāi)害多發(fā)、持水保水能力差等問題,生態(tài)環(huán)境普遍較為脆弱。在山地城市水資源規(guī)劃利用中,必須合理運(yùn)用生態(tài)理念,構(gòu)建區(qū)域安全的生態(tài)保護(hù)格局。基于以上理論框架構(gòu)建和要求,本文深入分析了山地城市水資源稟賦特征,統(tǒng)籌考慮山地城市特殊的社會、經(jīng)濟(jì)和生態(tài)環(huán)境保護(hù)需求,依據(jù)生態(tài)理念,建立了適用于山地城市的水資源承載力評價和用水需求預(yù)測方法;提出山地特色的水資源可利用潛力和供需平衡分析方法;對山地城市水資源集約配置、高效利用和節(jié)約保護(hù)的規(guī)劃理論進(jìn)行提升,并將新理論和方法在中國西南部典型山地城市重慶市加以合理運(yùn)用。本研究的創(chuàng)新點(diǎn)在于進(jìn)行生態(tài)理論與水資源規(guī)劃理論的學(xué)科融合,用生態(tài)規(guī)劃指導(dǎo)水資源規(guī)劃,為山地城市水資源可持續(xù)規(guī)劃提供方法論指導(dǎo)和經(jīng)驗(yàn)借鑒一是基于生態(tài)理念對現(xiàn)有水資源規(guī)劃理論進(jìn)行提升和完善;二是結(jié)合山地城市實(shí)際,對山地城市自然生態(tài)屬性、水資源稟賦與功能效用及其利用特征進(jìn)行綜合分析,形成生態(tài)理念指導(dǎo)下的具有山地特色的水資源規(guī)劃方法;三是結(jié)合典型山地城市重慶市實(shí)現(xiàn)了本研究成果的首個實(shí)踐與探索,達(dá)到理論運(yùn)用于實(shí)踐,并在實(shí)踐中驗(yàn)證理論的目的。通過以上水資源規(guī)劃的理論深化、完善和實(shí)踐認(rèn)為,基于生態(tài)理念的山地城市水資源規(guī)劃理論是可行的,且具有較高的社會經(jīng)濟(jì)和生態(tài)環(huán)境效益。同時,本文除了完善以往水資源規(guī)劃的步驟和方法,還擴(kuò)展了水資源規(guī)劃的外延,使水資源規(guī)劃和生態(tài)規(guī)劃聯(lián)系更加緊密,通過劃定生態(tài)安全底線,構(gòu)建生態(tài)安全格局,充實(shí)了水資源規(guī)劃的生態(tài)功能。綜上所述,本文在生態(tài)理念指導(dǎo)下進(jìn)行的山地城市水資源規(guī)劃學(xué)科融合理論是對以往水資源規(guī)劃從理論到實(shí)踐的提升。水資源規(guī)劃本身涉及學(xué)科較廣,而多學(xué)科理論對水資源規(guī)劃的指導(dǎo)是延續(xù)的,需要成熟的多學(xué)科理論成果不斷充實(shí)完善,后續(xù)研究將隨時追蹤最新的生態(tài)學(xué)、環(huán)境科學(xué)、城市學(xué)、氣候氣象學(xué)等學(xué)科成果,在成熟的條件下進(jìn)一步優(yōu)化、深化;并利用G1S或相關(guān)先進(jìn)技術(shù)建成區(qū)域性水資源系統(tǒng)規(guī)劃數(shù)據(jù)庫,為不斷優(yōu)化水資源規(guī)劃理論和方法提供強(qiáng)有力的數(shù)據(jù)支撐。
