    • 簡介:公共管理碩士MPA英語全稱為MASTEROFPUBLICADMINISTRATION作為一個新生事物1999年正式引進中國。公共管理碩士是一種高等職業(yè)教育。作為一種職業(yè)背景教育它不同于傳統(tǒng)的研究生培養(yǎng)其起點不是高校的教科書而是直接面向公共管理的實踐注重案例教學(xué)和情景模擬旨在培養(yǎng)復(fù)合型、應(yīng)用型、專門化的高層次公共管理人才。隨著政府職能改革的發(fā)展對于公共管理碩士學(xué)位教育提出了更高的要求其中課程設(shè)置研究在公共管理碩士學(xué)位教育中承擔(dān)著重要的使命具有重大的意義。搞好課程設(shè)置建設(shè)是提高公共管理碩士教育質(zhì)量、建設(shè)高素質(zhì)專業(yè)化行政管理干部隊伍的需要、實現(xiàn)高等院校公共管理專業(yè)人才培養(yǎng)的重要保證。本論文從本題目研究的大背景出發(fā)針對公共管理碩士課程的設(shè)置現(xiàn)狀從總體情況、指導(dǎo)思想、目標(biāo)、原則等方面逐步進行分析。闡述了在公共管理碩士培養(yǎng)中課程設(shè)置的重要作用。雖然當(dāng)前我國公共管理碩士課程設(shè)置體系相對較為穩(wěn)定并在逐漸走向成熟對于人才培養(yǎng)起到了應(yīng)有的作用。但是也存在四大問題即課程設(shè)置總量供需不平衡未賦予課程享用主體以充分選擇權(quán)外語課程設(shè)置應(yīng)不合理缺乏對學(xué)生實踐能力的培養(yǎng)跨專業(yè)課程資源有限。本論文透析這些問題存在的原因主要表現(xiàn)在四個方面一是公共管理碩士的層次定位與人才培養(yǎng)目標(biāo)處于改革與調(diào)整中課程目標(biāo)相對模糊;二是三類課程設(shè)置主體的權(quán)力分配存在不當(dāng)之處國家主體權(quán)力偏大校、院級主體則未能充分發(fā)揮其設(shè)置權(quán);三是課程開發(fā)的規(guī)范和技術(shù)不到位。立足于存在的問題對我國公共管理碩士課程設(shè)置的改革提出策略和具體的改革設(shè)想同時對發(fā)展趨勢做出展望充分挖掘課程資源開放課程觀念、調(diào)整課程結(jié)構(gòu)規(guī)范課程開發(fā)、精選高質(zhì)課程從而將課程設(shè)置改革推向深入。
