2、rnment is the excess labor force in the rural area, the issue concerning the farmers runs the priority. “Three-dimensional Rural Issues” result from the interaction of several factors, such as the long-term favoring poli

3、cy towards the heavy industry, the barrier of the concurrent multilateral systems and the intension between land supply and growing population. China’s farmers, countryside and agriculture have been overburdened, and the

4、ir development severely thwarted. The key to the three rural questions can not simply rely on the “fee swap for tax reform”, but on a systematic and comprehensive reform of integrating urban and rural economy and meanwhi

5、le combining economic development and social development. Now the primary task is to relieve the farmer’s burden. While concentrating on the relief issue, the government should reform the administrative systems, streamli

6、ne the governments and institutions, and reform the educational and hygienic systems. In the long run, the government should make it as the basic policy to transfer the rural surplus work force and to increase the employ

7、ment. Also, the government should set up the farmer’s organization and together with other supplementary reforms, we can thoroughly absorb the excess rural labor force, realize the modernization of the China’s agricultur

8、e and the urbanization of the countryside, achieve the coordinate relationship between the urban and the rural, and consequently address the three-dimensional rural issues. Currently, the highlight and the difficulty of

9、 constructing a well-off society lies in the rural area. To address the “three-dimensional rural issues” concerns whether we can successfully achieve the modernizational drive. It is not only a realistic question, but al
