簡介:西南財(cái)經(jīng)大學(xué)博士學(xué)位論文人力資本投資與中國高等教育投融資問題研究姓名潘力申請(qǐng)學(xué)位級(jí)別博士專業(yè)人口學(xué)指導(dǎo)教師劉家強(qiáng)20060501注的熱點(diǎn)問題的一個(gè)重要原因。究其深層原因,我們必須看到,中國高等教育盡管加快的全面改革的步伐,但支撐這一全球最大規(guī)模高等教育的辦學(xué)經(jīng)費(fèi)體制和基本構(gòu)建格局,仍然是源于計(jì)劃經(jīng)濟(jì)、適應(yīng)精英階段的體制,沒有經(jīng)歷適應(yīng)市場(chǎng)經(jīng)濟(jì)背景、配合公共財(cái)政體制建立的相應(yīng)重大改革。我國高等教育經(jīng)費(fèi)投入與事業(yè)發(fā)展的矛盾是深層次的、制度性的。我國高等教育大眾化進(jìn)程的不斷推進(jìn),呼喚和必然要求高等教育投融資制度的改進(jìn)和創(chuàng)新。因此,中國要順利推進(jìn)和最終完成高等教育從大眾化階段向普及化階段的跨越,實(shí)現(xiàn)中國從人口大國到人力資源強(qiáng)國的歷史性轉(zhuǎn)變,必須深入研究、探索建立和不斷完善適應(yīng)中國國情,具有中國特色的高等教育投融資體制。2、研究的目的和意義高等教育投融資問題,是一個(gè)跨越人口學(xué)、教育學(xué)、經(jīng)濟(jì)學(xué)、財(cái)政學(xué)和金融學(xué)的綜合性前沿問題,本論文認(rèn)為,目前中國高等教育全球最大規(guī)模的形成,已經(jīng)將其支撐體系的投融資體制改革推到了十字路口上,高等教育的投融資體制改革已經(jīng)迫在眉睫,沒有退路,從單一學(xué)科的角度進(jìn)行硯究,存在既定缺陷,必須從多學(xué)科綜合的角度進(jìn)行深入的重新審視。本論文從高等教育的財(cái)政投入、融資體系、多元化辦學(xué)及產(chǎn)權(quán)改革三個(gè)主要方面,著重分析其在社會(huì)主義市場(chǎng)經(jīng)濟(jì)背景下存在的制度性問題,并提出了制度改進(jìn)的思考和意見。其研究將有利于現(xiàn)有人力資本投資理論的深化和完善,為人力資本投資的實(shí)踐提供理論指導(dǎo)。無論義務(wù)教育、中等教育、還是高等教育,教育投資本身即屬于人力資本投資的基本內(nèi)容。人力資本投資理論的發(fā)展已經(jīng)經(jīng)歷人力資本理論、人力資本投資理論、人力資本投資風(fēng)險(xiǎn)理論,得到不斷豐富。本論文提出的高等教育投融資制度建立的分析框架,是教育投融資制度的主體和難點(diǎn),是人力資本投資理論從宏觀社會(huì)到微觀家庭,再到中觀層次研究主線發(fā)展的必然邏輯。高等教育投融資問題的研究,是對(duì)人力資本投資理論的完善和深化,特別是對(duì)于不同于現(xiàn)有發(fā)展范式的發(fā)展中國家的人力資本投資、對(duì)于社會(huì)主義市場(chǎng)經(jīng)濟(jì)背景下的人力

簡介:福建師范大學(xué)碩士學(xué)位論文市場(chǎng)經(jīng)濟(jì)中高等教育運(yùn)行機(jī)制研究姓名孫忠銘申請(qǐng)學(xué)位級(jí)別碩士專業(yè)教育學(xué)原理200241引言在往昔的計(jì)劃經(jīng)濟(jì)體制中,我國高等教育的發(fā)展完全沉浸在政府的大包大攬之中,高等教育實(shí)行的是國家集中計(jì)劃和政府直接管理的體制,作為體制載體的運(yùn)行機(jī)制,是以單一計(jì)劃為主要內(nèi)涵和政府調(diào)節(jié)為運(yùn)作模式,極大地限制了高等教育的發(fā)展。隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制的建立和我國的教育體制不斷深化改革,高等教育運(yùn)行機(jī)制為適應(yīng)社會(huì)主義市場(chǎng)經(jīng)濟(jì)的發(fā)展也經(jīng)歷了不斷的探索和實(shí)踐過程。在新世紀(jì)初,我國正式加入世貿(mào)組織和高等教育大發(fā)展的新形勢(shì)下,重新審視和調(diào)整政府、社會(huì)、市場(chǎng)與高等學(xué)校的相互關(guān)系,加快完善我國社會(huì)主義市場(chǎng)經(jīng)濟(jì)下的高等教育運(yùn)行機(jī)制,是發(fā)展高等教育必須面對(duì)的課題。探索中國社會(huì)主義市場(chǎng)經(jīng)濟(jì)與高等教育的關(guān)系,不能不借鑒西方市場(chǎng)經(jīng)濟(jì)國家在這方面的經(jīng)驗(yàn)。由于西方國家市場(chǎng)經(jīng)濟(jì)與高等教育的關(guān)系經(jīng)過了漫長的發(fā)展,在建立和完善市場(chǎng)經(jīng)濟(jì)下的高等教育運(yùn)行機(jī)制方面,積累了比較豐富的經(jīng)驗(yàn),而現(xiàn)代市場(chǎng)經(jīng)濟(jì)發(fā)展有它共同的特點(diǎn)和規(guī)律,使各國的高等教育改革與發(fā)展形成了一些共同的趨勢(shì),從而為相互借鑒提供了可能。但應(yīng)該看到,高等教育體制及其運(yùn)行機(jī)制是一個(gè)國家政治體制和經(jīng)濟(jì)體制在教育領(lǐng)域的反映,不同國家在高等教育運(yùn)行機(jī)制上表現(xiàn)出差異性和多樣性。我國的政治體制和經(jīng)濟(jì)體制不同于西方國家,市場(chǎng)經(jīng)濟(jì)也正處在不斷成熟的過程中,因此,在建立和完替我國市場(chǎng)經(jīng)濟(jì)條件下的高等教育運(yùn)行機(jī)制過程中,應(yīng)充分認(rèn)識(shí)到其復(fù)雜性,著重處理好運(yùn)行、機(jī)制中政府、市場(chǎng)、社會(huì)和大學(xué)各要素之間的相互作用和相互關(guān)系,使我國的高等教育運(yùn)行機(jī)制既能夠適應(yīng)我國高等教育和市場(chǎng)經(jīng)濟(jì)發(fā)展的要求,又能夠充分體現(xiàn)現(xiàn)代市場(chǎng)經(jīng)濟(jì)與高等教育的關(guān)系和反映世界高等教育改革的趨勢(shì)。第一節(jié)市場(chǎng)經(jīng)濟(jì)與高等教育
