2、用多種研究方法，對我國足球后備人才培養(yǎng)體系進(jìn)行研究，得出以下結(jié)論: （1）當(dāng)前，我國足球后備人才培養(yǎng)中所存在的問題是：政府未充分發(fā)揮主導(dǎo)作用；培養(yǎng)理念偏差，目標(biāo)不清晰；相關(guān)配套政策不完善，落實不到位；社會各培養(yǎng)方式之間銜接運轉(zhuǎn)不暢，對其綜合資源整合不力，難以形成整體效益。這些問題導(dǎo)致了我國足球后備人才的培養(yǎng)質(zhì)量不高，難以滿足現(xiàn)實的需要。 （2）“三級訓(xùn)練網(wǎng)”已不完全適應(yīng)我國足球運動發(fā)展的現(xiàn)狀，必須在豐富和發(fā)展“舉國體制”內(nèi)涵的框架內(nèi)，以

3、科學(xué)發(fā)展觀為指導(dǎo)，主動進(jìn)行足球后備人才培養(yǎng)體系的重建。 （3）通過對我國現(xiàn)有足球后備人才培養(yǎng)方式的整合與審視，結(jié)合我國政治經(jīng)濟(jì)形勢，并借鑒足球強(qiáng)國的有關(guān)經(jīng)驗，本人構(gòu)建的我國足球后備人才的培養(yǎng)體系。這一體系主要包括： 運動員培養(yǎng)系統(tǒng)：以青少年校園足球活動為基礎(chǔ)，以培養(yǎng)運動員的全面發(fā)展為目的，重新調(diào)整培養(yǎng)系統(tǒng)中內(nèi)部構(gòu)成因素的比例，建立健全運動員輸送和選拔制度。 競賽組織系統(tǒng)：以青少年校園足球為單位的學(xué)校四級聯(lián)賽，以各省市區(qū)青少年隊為單位的

4、U 系列聯(lián)賽和以職業(yè)俱樂部為單位的預(yù)備隊聯(lián)賽。 教練員培養(yǎng)系統(tǒng)： 以培養(yǎng)和建設(shè)全職講師團(tuán)隊為核心，以高質(zhì)量的基礎(chǔ)階段等級培訓(xùn)和繼續(xù)培訓(xùn)、青少年校園足球活動為主體，輔以青少年精英教練培訓(xùn)計劃，大力開展青訓(xùn)教練員的培訓(xùn)工作； 保障系統(tǒng)：以理順后備人才培養(yǎng)的管理體制與運行機(jī)制為前提，完善激勵與獎勵政策并組織實施；拓寬資金的投入渠道，加快場地建設(shè)，建立評估、評價體系并逐步實施。 （4）本文所構(gòu)建的我國青少年足球后備人才培養(yǎng)體系，是以擴(kuò)大我國青少
