9、ytocontrolthepolicyagenda(MoynihanIngraham2004)measurementchallenges(Dull2009).Qualitativewkhasexaminedfewervariableshasgenerallynotattemptedtoconstructfmalmodels.Butithasidentifiedsomecommonfindingsthatoverlapwithmuchof

10、thequantitativewkcitedabove.Leadershipganizationalculturearerecurringthemes(BroadnaxConway2001Franklin2000Moynihan2005).Radin(2006)pointsoutthatsometasksaremecompatiblewithperfmancemanagementthanotherswhereasAmmonsRivenb

11、ark(2008)findthatthequalityofperfmancedatamatters.ConceptualizingPerfmanceInfmationUseasganizationalBehaviWeconceptualizeperfmanceinfmationuseasafmofganizationalbehavi.Likeotherfmsofganizationalbehaviemployeeshavediscret

12、ionaboutwhetherthedegreetowhichtheyengageinitbutareinfluencedbythesocialcontextfmalsystemsinwhichtheywk.Wetestcategiesofvariablesconsistentwiththisconceptualizationincpatingindividualbeliefsjobattributesganizationalfacts

13、environmentalinfluences.Ourmodeldrawsuponsomeofthevariablesusedinpreviousresearchalthoughweseektousealternativemeasuresoftheunderlyingconcept.Fexampleratherthanmeasureleadershipsupptfperfmancemanagementwemeasurewhetherth
