1、隨著綜合國力的不斷提升，中國以更加積極開放的姿態(tài)參與到世界事物的發(fā)展當(dāng)中。與此同時(shí)，世界各國人民也迫切想要了解中國。一年一度的政府工作報(bào)告，因其內(nèi)容的全面性、權(quán)威性、科學(xué)性、指導(dǎo)性而受到國內(nèi)外各界人士的關(guān)注。它在介紹中國的發(fā)展的同時(shí)也在積極地宣傳中國的政策法規(guī)、傳播文化精髓。政府工作報(bào)告翻譯質(zhì)量的好壞是衡量中國外宣工作的一把尺子。近幾年來，對于政府工作報(bào)告如何譯的研究已取得一些成果，但是依然缺乏翻譯理論的指導(dǎo)。
興起于20
2、世紀(jì)70年代后期的操縱學(xué)派將研究重點(diǎn)放在文化研究上，探討社會文化背景下的文學(xué)翻譯活動。本文嘗試借鑒操縱理論來研究政府工作報(bào)告如何翻譯的問題。翻譯，從未是也將永遠(yuǎn)不會是一種單純的語言轉(zhuǎn)換活動，它不可避免地打上了時(shí)代的烙印，深受所處時(shí)代意識形態(tài)、政治權(quán)力、主流文化等因素的影響和制約。 3、> 其次，作者回顧了操縱理論的發(fā)展，簡要介紹操縱理論三要素，這是本文理論框架來源。通過研究操縱理論在中國適應(yīng)程度即中國學(xué)者如何應(yīng)用操縱理論研究中國的翻譯現(xiàn)象和以此闡發(fā)一系列思考，從而證實(shí)本論文理論視角的可行性。
作者首先簡要介紹了2011政府工作報(bào)告的相關(guān)信息，并回顧了一些學(xué)者基于語言轉(zhuǎn)換層面所做政府工作報(bào)告英譯研究以及他們?yōu)樵擃惙g所提出的建議。
最后，作者分析影響政府工作報(bào)告翻譯的中國要素及其作用。研究發(fā)現(xiàn):中國政府作為工作報(bào)告源文發(fā)起者及其譯文贊助人，積極地利用經(jīng)濟(jì)和政治手段為政府工作報(bào)告英譯提供幫助，與此同時(shí)作為回報(bào)，它被賦予了操縱原文本主題的權(quán)
