1、本報(bào)告針對作者的翻譯項(xiàng)目——《國家十二五科學(xué)和技術(shù)發(fā)展規(guī)劃（五——八）》而展開討論。本翻譯項(xiàng)目涉及科技、環(huán)境、農(nóng)業(yè)、教育及人才等內(nèi)容，《國家十二五科學(xué)和技術(shù)發(fā)展規(guī)劃》屬于一種特殊的政論文體，對于《國家十二五發(fā)展計(jì)劃》翻譯的介紹非常少見，國外沒有對其翻譯的研究，國內(nèi)的研究也僅僅處于起步階段，研究者基本僅限于高校教師和學(xué)生。然而，隨著我國外宣工作的不斷發(fā)展，對政論文的翻譯應(yīng)有更深的認(rèn)識。

2、烈的客觀性，重信息與事實(shí)，涉及國家政策等重大方面，其語言具有很強(qiáng)的嚴(yán)肅性和敏感性。其使用的詞匯具有很強(qiáng)的中國特色，并且在每一次規(guī)劃報(bào)告都會(huì)涌現(xiàn)出很多新詞匯和新提法，在英文詞典中難以找到對應(yīng)的正確翻譯，漢語和英語使用句子類型的不同也為漢譯英增加了很大的難度。
《國家十二五科學(xué)和技術(shù)發(fā)展規(guī)劃》譯文的接受者是外籍人士，他們的歷史文化、生活習(xí)慣和思維方式與中國人有很大的不同，因此翻譯時(shí)既要尊重原文的嚴(yán)肅性和敏感性，在最大限度傳達(dá)原
